MINUTES CITY COUNCIL OCTOBER 14, 2009 CONSENT Mr. Montour introduced the following resolution and moved its adoption: AGENDA RESOLUTION NO. 2009-10-232 -APPROVING THE CONSENT AGENDA WHICH CONTAINS THE FOLLOWING: *APPROVING THE VOUCHERS; *WAIVING PLANNING COMMISSION REVIEW AND CALLING A PUBLIC HEARING TO CONSIDER REVOCATION OF PUD PERMIT FOR 3151 COUNTRYDRIVE, CARL COSTANZO; *APPROVING TUITION REIMBURSEMENT FOR CERTAIN PUBLIC WORKS EMPLOYEES AS RECOMMENDED BY THE PUBLIC WORKS SUPERINTENDENT; *APPROVING PARTIAL PAYMENT TO T.A. SCHIFSKY FOR 2009 STREET PROJECTS AS RECOMMENDED BY THE CITY ENGINEER; *APPROVING PARTIAL PAYMENT TO T.A. SCHIFSKY FOR 2009 MILL & OVERLAY PROJECTS AS RECOMMENDED BY THE CITY ENGINEER; *APPROVING FINAL PAYMENT TO FRATTALONE COMPANIES FOR 2008 MISCELLANEOUS STORM PROJECTS AS RECOMMENDED BY THE CITY ENGINEER; *APPROVING FINAL PAYMENT TO FRATTALONE COMPANIES FOR COBBLESTONE VILLAGE STORM PROJECTS AS RECOMMENDED BY THE CITY ENGINEER The foregoing resolution was duly seconded by McCraw. Ayes (5). Nays (0). Resolution declared adopted. DEMONSTRA- The City Attorney presented the Council with a proposed ordinance which TION establishes standards for demonstrations/public assemblies on public ORllINANCE property. Ile indicated that the City has had inquiries of this nature, and felt that an ordinance should be adopted to establish specific standards for demonstrations on public property to maintain access to buildings, parking, and streets. The ordinance establishes a registration requirement for public assembly. Once adopted, City staff will prepare a flyer that can be given to people interested in conducting ademonstration/public assembly which lays out the ground rules. The Attorney reported that this ordinance was modeled after the City of St. Paul's. 3
