MINUTES

CITY COUNCIL

OCTOBER 14, 2009
deer problem in the City. He agreed that not everyone feels that way, and
many people would like to see the deer left alone.
Waite indicated that there is no record at Ramsey County or at MN DOT
about adeer/vehicle accident in Little Canada. The Administrator pointed
out that accidents are not formally reported unless damages reach a certain
level. The Administrator stated that he is not aware of any injuries or
fatalities caused by a deer/vehicle accident.
Waite felt the issue was related only to the destruction of property, plants
and trees. The Administrator reported that he had a call from a resident
concerned with the safety of her grandchildren as deer are going into rut
and bucks are becoming more aggressive.
Montour pointed out the possibility that the City not do anything and a
couple of weeks later there is a deer/vehicle accident and someone gets
killed. Waite felt that could happen regardless and asked how the City
was going to determine which deer to get rid of and how many.
Blesener felt that the City should proceed with the program for this year
and then evaluate the results. Keis indicated that he has gotten complaints
about the deer, and felt there was more support for deer reduction than
there was against. Keis felt that the program should proceed slowly and
then be evaluated. Keis stated that he was not sure how many deer the
MBRB would take, but estimated the maximum would likely be 15 given
the 6 days of hunting. After the program is completed, the Council would
talk to people and ri•y to determine if the safety situation has improved.
Waite questioned what would be considered a manageable level for the
deer herd. The City Administrator pointed out that Moriarty had indicated
an appropriate level for the northeast area of Little Cdiiada, which is much
lower than the current numbers.
McGraw felt that a management number is the level at which residents
stop calling and expressing concern about safety. McGraw indicated that
he has had two residents talk to him about the number of deer in the City
and both were vehemently in favor of the deer hunt.
Waite asked if the City would kill deer until they are not eating anything
in the City.
Blesener indicated that there are too many deer for the area. He indicated
that the City should do a Ily-over to get an exact count, but also felt that
the deer hunt should be authorized for this year. The Council would
evaluate the program upon its completion.
7
