MINUTES OF THE SPECIAL MEETING <br /> CITY COUNCIL <br /> LITTLE CANADA, MINNESOTA <br /> OCTOBER 21, 2009 <br /> Pursuant to due call and notice thereof a special meeting of the City <br /> Council of Little Canada, Minnesota was convened on the 21st day of <br /> October, 2009 in the Council Chambers of the City Center located at 515 <br /> Little Canada Road in said City. <br /> Mayor Bill Blesener called the meeting to order at 6:00 p.m. and the <br /> following members of the City Council were present at roll call: <br /> CITY COUNCIL: Mayor Mr. Bill Blesener <br /> Council Member Mr. John Keis <br /> Council Member Mr. Rick Montour <br /> Council Member Mr. Mike McGraw <br /> ABSENT': Council Member Ms. Shelly Boss <br /> ALSO PRESENT: City Administrator Mr. Joel K. Ilanson <br /> City Engineer Mr. Lee Elfering <br /> City Clerk Ms. Kathy Glanzer <br /> The purpose of this evening's special meeting is to conduct assessment <br /> hearings on the City's 2009 mill and overlay projects as well as 2009 <br /> street reconstruction projects. <br /> <br /> IMP. NO. Mayor Blesener opened the Public Hearing to consider the assessment of <br /> <br /> 2009-08 - costs for the improvement of Demont Avenue (from Rice Street to <br /> <br /> DEMONT Canabury Drive) by mill and overlay of bituminous surface as well as <br /> AVENUE concrete curb and gutter repair and/or replacement. The Mayor indicated <br /> that there is a sign up sheet for residents with construction-related issues. <br /> Residents with those types of questions or concerns will be contacted <br /> following the meeting to address their comments and concerns. The <br /> Mayor also noted that any property owners objecting to the assessment <br /> against their property must submit a written objection this evening. <br /> The City Engineer reviewed the Demont project cost details, indicating <br /> that estimated actual costs are $171,682.25, and of that amount $85,841.13 <br /> are being assessed. The Engineer then reviewed the City's Assessment <br /> Policy. He noted that 50% of the cost of mill and overlay projects are <br /> assessed, with the City paying the other 50% of costs. The Engineer noted <br /> that based on the assessment policy, the residential rate is $7.51 per front <br /> foot with a frontage minimum of 75 feet and maximum of 125 foot <br /> maximum.
