<br /> MINUTES <br /> <br /> CITY COUNCIL <br /> OCTOER 21, 2009 <br /> Keis asked about boulevard restoration. The City Engineer indicated that <br /> most of the restoration has been completed, but he would inspect that <br /> work to ensure it is done. <br /> There was no one else present wishing to comment on the assessment for <br /> the Thunder Bay Road improvement. <br /> Upon motion by Keis, seconded by McGraw, the public hearing was <br /> closed. <br /> The Mayor asked if there was anyone present wishing to submit a written <br /> objection to the assessment. There was not. <br /> Mr. Keis introduced the following resolution and moved its adoption: <br /> RESOL UTION NO. 2009-10-297 -ADOPTING THE ASSESSMENT <br /> ROLL FOR IMPROVEMENT ND. 2009-11, THUNDER BAY ROAD <br /> AS RECOMMENDED BY THE CITY ENGINEER <br /> The foregoing resolution was duly seconded by McGraw. <br /> Ayes (4). <br /> Nays (0). Resolution declared adopted. <br /> IMP. NO. Mayor Blesener opened the Public Hearing to consider the assessment of <br /> 2009-O1 & 04 - costs for the improvement of Eli Road and Desoto Street (from Eli Road <br /> I;LI ROAD & to LaBore Road) by sheet reconstruction, concrete curb and gutter, and <br /> DESOTO STR. drainage enhancements. The Mayor indicated that there is a sign up sheet <br /> for residents with construction-related issues. Residents with those types <br /> of questions or concerns will be contacted following the meeting. The <br /> Mayor also noted that any property owners objecting to the assessment <br /> proposed for their property must submit a written objection this evening. <br /> 'T'he City Engineer reviewed the Eli Road-Desoto Street project cost <br /> details, indicating that estimated actual costs are $562,500.00, and of that <br /> amount $295,668.34 is being assessed. The Engineer then reviewed the <br /> City's Assessment Policy. He noted that the maximmn street assessment <br /> rate is being applied at $57.97 per front foot. The Engineer noted that this <br /> rate has been held to the 2008 late given current economic conditions. He <br /> also noted that the minimum frontage is 75 feet, while the maximum <br /> frontage was reduced from 125 feet to 100 feet. The Engineer pointed out <br /> that side yard assessments are based on 20% of frontage. With regard to <br /> the assessment of commercial property, that rate is $118.18 per front foot <br /> for full footages. <br /> 11 <br /> <br />
