<br /> MINUTES <br /> CITY COUNCIL <br /> OCTOER 21, 2009 <br /> There was no one else present wishing to comment on the assessment for <br /> the Demont improvement. <br /> Upon motion by McGraw, seconded by Blesener, the public hearing was <br /> closed. <br /> The Mayor asked if there was anyone present wishing to submit a written <br /> objection to the assessment. `T'here were not. <br /> Mr. McGraw introduced the following resolution azid moved its adoption: <br /> RESOLUTION NO. 2009-10-242 -ADOPTING THE ASSESSMENT <br /> ROLL FOR IMPROVEMENT NO. 2009-08, DEMONT STREET <br /> (FROM RICE STREET TO CANABURY DRIVE) AS <br /> RECOMMENDED BY THE CITY ENGINEER <br /> The foregoing resolution was duly seconded by Keis. <br /> Ayes (4). <br /> Nays (0). Resolution declared adopted. <br /> IMP. NO. Mayor Blesener opened the Public Hearing to consider the assessment of <br /> 2009-IS - costs for the improvement of Valento Lane (from Allen Avenue to LaBore <br /> VALENTO Road) by mill and overlay of bituminous surface as well as concrete curb <br /> LANE and gutter repair and/or replacement. The Mayor indicated that there is a <br /> sign up sheet for residents with construction-related issues. Residents <br /> with those types of questions or concerns will be contacted following the <br /> meeting. The Mayor also noted that any property owners objecting to the <br /> assessment proposed for their property must submit a written objection <br /> this evening. <br /> The City Ingineer reviewed the Valento Lane project cost details, <br /> indicating that actual costs are $57,500.00, and of that amount $28,750.00 <br /> is being assessed. The )?ngineer then reviewed the City's Assessment <br /> Policy. He noted that 50% of the cost of mill and overlay projects are <br /> assessed, with the City paying the other 50% of costs. The Engineer noted <br /> that based on the assessment policy, the residential rate is $I 1.63 per front <br /> foot with a frontage minimum of 75 feet and maximum of 125 foot <br /> maximum. Side lots are assessed at 20% of frontage. <br /> The Engineer then reviewed assessment payment methods available to <br /> property owners. Assessments can be paid in full or part at the City within <br /> the first 30 days with no interest. Unpaid balances will be cerfified to <br /> Ramsey County for collection with propeiKy taxes over a 10 year period at <br /> an interest rate of 5.25%.
