<br /> MINUTES <br /> <br /> CITY COUNCIL <br /> OCTOEl2 21, 2009 <br /> project. The Engineer indicated that one other correction made to the <br /> assessment roll to correct the assessment being applied to a corner lot, thus <br /> impacting the assessment for all properties. <br /> Richard Potter, 830 Windrow Drive, noted that a street typically has a 20- <br /> yearlife. Potter asked if the work that was done will guarantee another 20 <br /> years for Westwind and Windrow. The City Engineer indicated that the <br /> life from a mill and overlay would be something less than 20 years, but <br /> indicated That given the total pavement removal, these streets should gain <br /> another 20 years. <br /> There was no one else present wishing to comment on the assessment for <br /> the Westwind/Windrow improvement. <br /> Upon motion by McGraw, seconded by Montour, the public hearing was <br /> closed. <br /> The Mayor asked if there was anyone present wishing to submit a written <br /> objection to the assessment. There was not. <br /> Mr. Montour introduced the following resolution and moved its adoption: <br /> RESOL UTION NO. 2009-10-244 -ADOPTING THE ASSESSMENT <br /> ROLL FOR IMPROVEMENT NO. 2009-09 and 10, WESTWIND <br /> DRIVE AND WINDROW DRIVE AS RECOMMENDED BY THE <br /> CITY ENGINEER <br /> T'he foregoing resolution was duly seconded by Keis. <br /> Ayes (4). <br /> Nays (0). Resolution declared adopted. <br /> IMP. NO. Mayor Blesener opened the Public I-Iearing to consider the assessment of <br /> 2009-02 & 03 - costs for the improvement of Desoto Street (from LaBore Road to Allen <br /> DESOTO Avenue) and Costa Labe by mill and overlay of bituminous surface as well <br /> STREET & as concrete curb and gutter repair and/or replacement. The Mayor <br /> COSTA indicated there is a sign up sheet for residents with construction-related <br /> LANE issues. Residents with those types of questions or concerns will be <br /> contacted following the meeting. "the Mayor also noted that any property <br /> owners objecting to the assessment proposed for their property must <br /> submit a written objection this evening. <br /> The City Engineer reviewed the Desoto Street & Costa Lane project cost <br /> details, indicating that estimated actual costs are $134,287.83, and of that <br /> amount $67,143.92 is being assessed. The Engineer then reviewed the <br /> City's Assessment Policy. He noted that 50% of the cost of mill and <br /> 6 <br /> <br />
