<br /> When Drywall Supply purchased the property, the zoning was changed to PUD, with the <br /> expectation that Drywall Supply was a business that could occupy the south, less <br /> exposed portion of the property, and the remaining north portion would be redeveloped <br /> in a way that both meets the City's redevelopment objectives and serves to screen the <br /> outdoor activities and lower building architecture used by Drywall Supply. <br /> In this way, the PUD zoning helps lead to meeting the City's land use objectives, <br /> accommodated the more industrial use of the south half of the property, permits shared <br /> use of the driveway areas, and allows the City to manage future use of the remainder of <br /> the property to ensure that development does not overwhelm the site. The <br /> Comprehensive Plan reinforces those objectives for this area. <br /> In about the same timeframe, the former Levitz building was undergoing a change in <br /> ownership, with the new owners requesting redevelopment that would also <br /> accommodate retail tenants to complement a HOM furniture store. Although the B-W <br /> zoning accommodates "showroom" retail activities, full-on retail use in not contemplated <br /> in that district. <br /> The HOM applicants requested, and had recently reconfirmed, a PUD zoning district <br /> that increases the retail use on their property by listing a series of specific business <br /> types. The intention is that retail uses were chosen that would likely have lower traffic <br /> volumes than others, although the selection of potential uses was based primarily on <br /> applicant and Council expectations, rather than any particular study. <br /> The list of uses permitted under the HOM (now "Dock 86") PUD Permit are as follows: <br /> 1. Antique or gift shop <br /> 2. Art and school supplies <br /> 3. Bicycle sales and repair <br /> 4. Boat and marine sales (enclosed) <br /> 5. Books, office supplies or stationary stores <br /> 6. Camera and photographic supplies <br /> 7. Carpet, rugs and the <br /> 8. Coin and philatelic stores <br /> 9. Electrical appliance stores including incidental repair and assembly, but <br /> not fabricating or manufacturing <br /> 10. Florist shop <br /> 11. Furniture stores <br /> 12. Furriers when conducted only for retail trade on premises <br /> 13. Garden supply stores <br /> 14. Gift or novelty store <br /> 15. Hardware Less than 50,000 sq. ft. <br /> 16.
