MINUTES OF THE WORKSHOP MEETING <br /> CITY COUNCIL <br /> LITTLE CANADA, MINNESOTA <br /> DECEMBER 16, 2009 <br /> Pursuant to due call and notice thereof a workshop meeting of the City <br /> Council of Little Canada, Minnesota was convened on the 16th day of <br /> December, 2009 in the Council Chambers of the City Center located at <br /> 515 Little Canada Road in said City. <br /> Mayor Bill Blesener called the meeting to order at 6:30 p.m. and the <br /> following members of the City Council were present at troll call: <br /> CITY COUNCIL: Mayor Mr. Bill Blesener <br /> Council Member Ms. Shelly Boss <br /> Council Member Mr. Mike McGraw <br /> Council Member Mr. Rick Montour <br /> ABSENT: Council Member Ms. Shelly Boss <br /> ALSO PRESEN"t: City Administrator Mr. Joel R. Hanson <br /> City Clerk Ms. Kathy Glanzer <br /> <br /> CITY The purpose of this evening's workshop is to conduct the City <br /> <br /> ADMINIS- Administrator's annual performance evaluation. As directed by the <br /> <br /> TRATOR'S Mayor, this year's evaluation will be conducted on a more informal <br /> PERFORMANCE basis than in past years. The Council used its standard evaluation form <br /> EVALUATION as a guideline, however. Also used for purposes of this evaluation was a <br /> 2009 accomplishments listing submitted to the Council by the City <br /> Administrator. <br /> The first area evaluated was "Organizational Management" with the <br /> Mayor and all Council Members ranking the Administrator at "E", <br /> exceeds expectations. The Council felt that a lot was accomplished during <br /> 2009, with McGraw pointing out that this could not have been achieved if <br /> the Administrator was not organized. The Council's consensus was that <br /> the City Administrator has staffed City offices with well qualified and <br /> talented personnel. <br /> The next area ranked was "fiscal/Business Management" with the Council <br /> commenting that this was one of the Administrator's strongest talents. <br /> Achievements noted were the City's improved bond rating, the absorption <br /> of Local Government Aid reductions while still dropping in the Comity <br /> tax rate ranking, reduction in debt service costs by using reserve funds <br /> versus bond refunding, continued work with the Sheriff s Contract Group <br /> and efforts to minimize the impact of policing cost formula changes. <br /> <br />
