The Administrator noted that there <br /> is a shifting of the property tax burden not only among different classes of <br /> property but also within the same property classes. The Administrator <br /> noted that Little Canada's tax base has dropped so the tax rate goes up. <br /> He also pointed out that the 3.41 % Gross Levy increase is below the <br /> average of other Ramsey County cities. He also noted that Little Canada <br /> has absorbed over $100,000 of LGA cuts. The City has the ability to levy <br /> back these dollars, but if it did so the City's tax rate would increase <br /> dramatically. The Administrator stated that how long the State's Budget <br /> crisis will continue will dictate whether Little Canada has to increase its <br /> tax rate substantially or reduce City services. The Administrator reported <br /> that the City has cut or held the line wherever possible. Additional Budget <br /> reductions will result in service reductions. The Administrator also <br /> indicated that building permit revenues are at historic lows and interest <br /> earnings are down. This also impacts the City's revenue streams. <br /> The Administrator noted that the Finance Director has done a lot of work <br /> on the Budget. The City Council has done a good job in planning for the <br /> future. The Administrator pointed out that due to the Council's planning, <br /> the City is in an enviable position compared to other cities. <br /> There was no one present from the general public wishing to comment on <br /> the proposed 2010 Budget. <br /> Upon motion by McGraw, seconded by Keis, the public hearing was <br /> closed. <br /> Mr. Blesener introduced the following resolution and moved its adoption: <br /> RESOL UTION NO. 2009-12-292 -ADOPTING THE 2010 TAX LEVY <br /> FOR THE CITY OF LITTLE CANADA AS FOLLOWS: <br /> GROSS TAX LEVY $2,559,623 <br /> GENERAL FUND $2,315,738 <br /> CAPITAL FUND $86,685 <br /> INFRASTRUCTURE FUND $157,200 <br /> The foregoing resolution was duly seconded by Montour. <br /> Ayes (4). <br /> Nays (0).
