MINUTES <br /> CITY COUNCIL <br /> DECEMBER 16, 2009 <br /> commm~ity as others. Day felt that the entire community should vote on <br /> whether to proceed with the deer hunt. Day indicated that we live in a <br /> civilized community, azid deer control should be handled in a civilized <br /> manner. <br /> Rocky Waite, Lakeshore Avenue, questioned Blcsener about his recent <br /> estimates of the City's deer population. Blcsener indicated that Little <br /> Canada is 4 to 41/2 square miles in size and 10 to 15% is open space. <br /> Based on these facts, he asked John Moriarity, Ramsey County Parks & <br /> Recreation Department, for an estimate of what was a reasonable deer <br /> population. Blesener indicated that Moriarity indicated that one square <br /> mile of open space can support 20 deer. Based on the City's 10 to 15% of <br /> open space, it would be reasonable for Little Canada to have 13 to 17 deer <br /> total in the City. Blesener also noted Moriarity indicated the County owns <br /> 20 acres with 100 acres of buffer, and the County considers 5 deer as a <br /> reasonable number for the 100 acres. Blesener further noted that when the <br /> County did a fly over of their land to count the deer herd, he estimated 71 <br /> deer in the area of the Sculley property. The City has agreed to participate <br /> in the County's ily-over count in early 2010, and a good estimate of the <br /> number of deer in the City will result from that fly-over. Blesener <br /> estimated that there are 150 deer in Little Canada. <br /> Waite felt that there was plenty for the deer to eat in Little Canada. Waite <br /> also noted that there is other wildlife in the City that damages plantlife. <br /> He indicated that humans have to life with nature and that wildlife should <br /> not be killed because of damage that they cause. Waite also questioned <br /> the numbers of deer/vehicular accidents quoted by Ramsey County, and <br /> did not think it possible for the deer to cross 694. <br /> Waite felt that fl1e City should consult with the DNR on the deer issue <br /> rather than Ramsey County, feeling that the DNR has more expertise in <br /> this area. It was pointed out that John Moriarity of the County has a great <br /> deal of experience and works with the DNR on the deer population issue. <br /> Waite noted that the City did not do a goose round-up last year and there <br /> are fewer geese in the City. The Administrator pointed out that egg <br /> addling was done last year rather than around-up. "hhe egg addling <br /> program is an option that was only recently available. The Administrator <br /> also reported on Mr. Moriarity's duties relative to deer control for Ramsey <br /> County. Mr. Moriarity has also assisted suburban Ramsey County cites <br /> with these efforts, and does have contact with the DNR on the issue. The <br /> <br /> ' Administrator reported that the deer population has been increasing in the <br /> City and the calls expressing concern with the population numbers have <br /> increased at City Hall. The Administrator reported that the City contact <br /> Mr. Moriarity for his advice on the issue. The Administrator stated that to <br /> his knowledge, Mr. Moriarity is not a member of the MBRB nor does he <br /> 14 <br /> <br />
