MINUTrS <br /> CITY COUNCIL <br /> <br /> JANUARY 27, 201.0 <br /> McCanna indicated that in turning off Edgerton Street onto Sunrise Drive, <br /> there is an area of the road that has settled. McCamza asked if this <br /> problem can be corrected as part of the improvement. The City Engineer <br /> replied that he will include this correction in the project specifications. <br /> Keith Davis, 2395 Edgerton, asked what will happen to his deferred <br /> assessment if he never subdivides his property. The City Engineer again <br /> noted that interest will accrue on the deferred assessment; however, it will <br /> never become due if the property is never subdivided. "the City <br /> Administrator noted that the interest rate will potentially be 5% to 5 <br /> initially. However, the City does review the interest on deferred <br /> assessments and makes adjustments from time-to-time based on market <br /> conditions. <br /> Davis asked about street conditions on the north end of Sunrise Drive, <br /> noting that at the time that portion of street is improved, construction <br /> traffic may damage the portion of the street being considered for <br /> improvement this evening. The City Engineer and City Administrator <br /> indicated that the north end of Sunrise Drive may require improving <br /> within the next five years. It was their consensus that the type of <br /> equipment as well as the time of year that the work would be done will <br /> result in no damage to the already improved area of the street. <br /> Mrs. Davis asked about the status of the deferred assessment at the time <br /> they sell their property. The City Administrator indicated that from the <br /> City's standpoint, the assessment can be assumed by the new buyer and <br /> remain deferred until the property is subdivided. However, this would be <br /> a negotiation point as part of a sale. <br /> The City Administrator pointed out that it is the City's hope that bids will <br /> be very favorable. If the bids are high, the City will likely reject them and <br /> the project will not move forward. The Administrator indicated that <br /> property owners will be notified of the meeting at which the bids will be <br /> considered. <br /> Mrs. Davis asked how a street is chosen for improvement. "Ihe City <br /> Administrator explained the evaluation process that is done by the City <br /> Engineer and Public Works Superintendent. Blesener noted that given the <br /> competitive bidding market, the City improved 8 streets in 2009 and is <br /> proposing 7 improvements for 2010. <br /> There was no one else from the general public wishing to continent on this <br /> matter. <br /> Upon motion by McUraw, seconded by Boss, the public hearing was <br /> closed. <br /> 7 <br /> <br />
