MINUTES

CITY COUNCIL

JANUARY 25, 2010
The City Administrator noted that last year the City added an additional
step in the improvement process by finalizing the improvement at the time
bids were received. Tt was the consensus of the Council to add this
additional set for this improvement. Therefore, when bids are considered,
the property owners will be notified of the meeting. That meetnrg will
likely occur in late March or early April.
There was no one else present wishing to comment on this matter.
Upon motion by Keis, seconded by McGraw, the public hearing was
closed.
Mr. Keis introduced the following resolution and moved its adoption:
RESOL UTION NO. 2010-1-19 -ORDERING THE IMPROVEMENT
AND PREPARATION OF PLANS FOR IMPROVEMENT NO. 2010-
04, IONA LANE WITH CITYSTAFF TO BRING A
RECOMMENDATION RELATIVE TO MAXIMUM LOT SIZE FOR
ASSESSMENT PURPOSES AT THE TIME THAT BIDS ARE
CONSIDERED
1'he foregoing resolution was duly seconded by Blesener.
Ayes (5).
Nays (0). Resolution declared adopted.
SCHLETTY Mayor Blesener opened the public hearing to consider the improvement of
DRIVE Schletty Drive (north of Little Canada Road) by mill and overlay of
bituminous surface as well as concrete curb and gutter repair and/or
replacement.
The City Engineer reviewed the project history detailing the poor
condition of Schletty Drive noting the diminishing crown, some rutting
and pavement settlement. Areas of the street have alligator cracking and
dips beginning at the worst transverse cracks.
The Engineer noted that the proposed improvements include a mill and
overlay of the entire length of the street and curb and gutter repair and/or
replacement. Consideration was given to seal coating and crack sealing of
the street. However, due to current condition, the Engineer felt that a
higher level of maintenance, the mill and overlay, was needed to re-
establish good drainage, provide new wear surface, and protect the street.
One property owner asked the cost as well as life expectaucy of this
improvement. The City Engineer noted that the assessment cap for a full
reconstruction is at $59.71 per front foot. While a full reconstruction has
11
