MINUTES <br /> CITY COUNCIL <br /> <br /> JANUARY 25, 2010 <br /> One property owner asked about the future improvement of Schletty Road <br /> south of Little Canada Road. The City Administrator noted that there is <br /> no water main on that street and indicated that the street will need a total <br /> reconstruction as part of the installation of watermain. At this point, the <br /> City is maximizing the remaining life of the pavement before proceeding <br /> with the full reconstruction. <br /> There was discussion about when Schletty Road, north of Little Canada <br /> Road, was constructed. The City Administiatorestimated the time atjust <br /> under 20 years, and indicated that since the road was constructed by a <br /> developer, the City has upgraded its street standards. He noted that the <br /> typical life of a road is 20 years, with the life of a mill and overlay at about <br /> 15 years. <br /> Joe Smith indicated that there was a math error in the estimated <br /> assessment roll. 'fhe City Engineer indicated that he would review and <br /> correct the roll. <br /> "fhe City Administrator noted that last year the bids for mill and overlay <br /> work came in at 40% under estimate. He also noted that due to the <br /> aggressive bidding market, the City received 11 to 13 bids compared with <br /> the typical 3 to 5. He did note, however, that oil prices are about $20 per <br /> barrel higher than they were last year, and oil is a significant component of <br /> mill and overlay work. <br /> One property owner asked how long it would take to complete the work. <br /> "the City Engineer estimated a total of 1 to 2 weeks. He noted that a mill <br /> and overlay does not result in as many inconveniences to property owners <br /> as a full reconstruction. However, if curb replacement is done at driveway <br /> entrances, the concrete could not be driven over for a period of about 5 <br /> days. <br /> One property owner asked about the Rice Street bridge over I Iighway 36 <br /> project, which the City Administrator indicated is likely to proceed this <br /> year. <br /> Joe Smith reported that there is a great deal of water drainage toward the <br /> street from sump pumps. There was signifcant discussion of that issue, <br /> and City staff was directed to review options for managing this water flow <br /> appropriately. <br /> There was discussion of the Huot Addition and the impact that <br /> development may have on Schletty Drive. The City Engineer reported <br /> that the Final Plat for phase two has not yet been approved. The developer <br /> has submitted drainage plans showing no impact to the Schletty Drive <br /> area, and this issue will be further addressed as part of the Final Plat <br /> 14 <br /> <br />
