<br /> MINUTi?S <br /> CITY COUNCIL <br /> <br /> JANUARY 25, 2010 <br /> Administrator noted that given the City's assessment caps, the preliminary <br /> assessment roll is close to accurate. However, options will be explored <br /> relative to the townhome complex assessments. <br /> Montour noted that the City held the 2009 assessment rates at 2008 levels. <br /> 'T'here was an increase for 2010 assessment rates, which essentially put <br /> those rates at what the 20091evels would have been. Montour noted that <br /> the City is trying to hold the line on costs. However, given the <br /> competitive bidding market over the last couple of years, the favorable <br /> bids that have been received saved money for all the taxpayers in the City <br /> who pick up a good share of improvement costs. "fhe City Engineer <br /> estimated that the competitive bidding market results in a 20% to 25% <br /> savings on reconstruction projects and a 40% savings on mill and overlay <br /> projects in 2009. <br /> There was no one else present from the general public wishing to <br /> comment on this matter. <br /> Upon motion by McGraw, seconded by Boss, the public hearing was <br /> closed. <br /> Keis asked what would be the appropriate pavement width for Jackson <br /> Street. 'The City Administrator stated that that width would be 30 feet. He <br /> suggested tying Jackson Street into the 32 feet on the north and then <br /> tapering the pavement down to 30 feet. <br /> It was noted that at the time bids are considered by the Council, City staff <br /> will submit options relative to Bryan Street pavement width, and <br /> assessment of the Parkview Court Townhomes. McGraw suggested that <br /> staff contact the Bryan Street property owners relative to the two trees at <br /> issue atld determine if they feel strongly about saving these trees. <br /> Mr. McGraw introduced the following resolution and moved its adoption: <br /> RESOLUTION NO. 2010-I-78 -ORDERING THE IMPROVEMENT <br /> AND PREPARATION OF PLANS FOR IMPROVEMENT NO. 2070- <br /> 01 & 02, BRYAN STREET AND JACKSON STREET (FROM LITTLE <br /> CANADA ROAD TO MAPLE LANE) WITH CITY STAFF TO BRING <br /> BACK STREET DESIGN OPTIONS AND PARKVIEW COURT <br /> TOWNHOME ASSESSMENT OPTIONS TO THE COUNCIL FOR <br /> REVIEW AT THE TIME THAT BIDS ARE CONSIDERED <br /> The foregoing resolution was duly seconded by Blesener. <br /> Ayes (4). <br /> Nays (0). <br /> Abstains (1) Boss.
