Ilansou www. ci.little-canada. mn. us MtiMOI2ANDUM TO: Mayor I3lesener and Members of the City Council FI20M: Kathy Glanzer, City Clerk llATG: .lanuary 27, 2010 12T: Liquor License Fee Increase At the June 14, 2006 Council meeting, the City Council declared that increases in On- Sale Liquor License and On-Sale Wine License fees would be tied to annual Gross Levy increases for the next five years (see minutes attached). Please note that this would be the last year in this five-year plan. "fhe gross levy increase for the 2010 Budget was 3.41%. Therefore, based on that methodology, the following liquor license fee increases are proposed by City staff: Current I'ronosed On-Sale Liquor License $4,067 $4,206 On-Sale Wine License $588 $608 The following liquor license fees are regulated by State Law, and Little Canada is at the maximum it cats charge for these fees: On-Sale Sunday $200 Consumption & Display $300 Off-Sale Liquor License $380 - $280 if State Conditions are met The State conditions are as follows, and it should be noted that all three conditions must be met: 1. The licensee agrees to have a private vendor train all employees within 60 days of hire and annually thereafter in laws pertaining to the sale of alcohol, the rules for identification checks, and the responsibilities of establishments serving intoxicating liquors; 2. "Che licensee agrees to post a policy requiring identification checks for all persons appearing to he 30 years old or less; and 3. A cash award and incentive program is established by the licensee, 1
