<br /> MINUTES <br /> CITY COUNCIL <br /> FEBRUARY 10, 2010 <br /> and that input should be obtained from the Sheriff s Department and the <br /> City Attorney relative to the appropriateness of suspensions and the <br /> adequacy of the proposed fine schedule for society today, and the <br /> usefulness of listing types of violations. <br /> The City Administrator indicated that City staff will bring back an <br /> ordinance amendment relative to tobacco violations as well as additional <br /> information relative to alcohol violations as directed this evening by the <br /> City Council. <br /> CALL FOR The City Administrator reviewed the City Engineer's feasibility report <br /> IMPROVEMENT for the reconstruction of Rice Street fi•om County Road B to just north of <br /> HEARING - County Road B-2 for improvements necessitated by the reconstruction of <br /> RICE STRF..ET the Rice Street bridge over Highway 36. The Administrator indicated that <br /> I2ECON- it is very likely that this project will happen in 2010, and noted that total <br /> STRUCTION project costs are estimated at $27.5 million which includes the burying of <br /> power lines. "fhe Administir•ator reported that Little Canada's share of the <br /> overall project is $670,000 with road construction accounting for <br /> $350,000 of that amount. <br /> The Administrator noted that the City's Assessment Policy does not <br /> address a rate on a reconstructed, urban commercial street; therefore, this <br /> issue will need to be finalized prior to the improvement hearing. The <br /> Administrator noted that the City Bngineer estimated the commercial rate <br /> at $121.73 per front foot, which results in an assessable cost of <br /> $262,432.84. The Administrator again indicated the need to review the <br /> assessment rate on this commercial street. He reported that the Cities of <br /> Roseville and Maplewood are also considering assessing their properties <br /> along Rice Street, but noted that both cities use different assessment <br /> methodologies. <br /> The City Administrator recommended that the Council accept the <br /> feasibility report and call for an improvement hearing to consider the Rice <br /> Street reconstruction project. "I'he City Administrator reported that there <br /> maybe another improvement hearing that could be considered at the same <br /> time, and he will report to the Council at an upcoming meeting. <br /> Mr. Montour introduced the following resolution and moved its adoption: <br /> RESOLUTIONNO. 2010-2-36 -ACCEPTING THE FEASIBILITY <br /> REPORT FOR THE RICE STREET RECONSTR UCTION PROJECT <br /> AS SUBMITTED BY THE CITY ENGINEER AND CALLING FOR <br /> AN IMPROVEMENT HEARING FOR MONDAY, MARCH 22, 2010, <br /> AT 6:00 P.M. <br /> 4 <br /> <br />
