Improvement No. 2010-12 -Bice Street Reconstruction
Reconstruction as a four-lane roadway with divided median and sidewalks
on both sides of the sh•aet as well as signal replacements. Turn lanes will
be provided at major intersections along with the addition of a second left
turn lane on County Road B-2. The overhead power lines will be buried
as part of the project.

RESOLUTION ORDERING IMPROVEMENT AND PREPARATION OF PLANS
RICE STREET RECONSTRUCTION
IMPROVEMENT N0.2010-12
WHEREAS,
A resolution of the City Council adopted the 10`x' day of February, 2010, fixed a date for a
Council hearing on the proposed reconstruction of Rice Street from County Road B to
approximately 600 feet north of County Road B-2. Rice Street will be reconstructed as a
four-lane roadway with divided median and sidewalks on both sides of the street as well
as signal replacements. Turn lanes will be provided at major intersections along with the
addition of a second left tui7i lane on County Road B-2. The overhead power lines will
be buried as part of the project. Right-of--way and easement acquisition will be
necessary.
AND WHERF,AS,
Ten days' mailed notice and two published notices of the hearing was given, and the
hearing was held thereon on the 22"a day of March, 2010, at which all persons desiring to
be heard were given an opportunity to be heard thereon;
NOW 'I"HEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
LITTLE CANADA, MINNESOTA:
1. Such improvement is necessary, cost-effective, and feasible as detailed in the
feasibility report.
2. Such improvement is hereby ordered as proposed in the Council resolution
adopted the 22"`~ day of March, 2010.
3. Lee Elfering & Associates is hereby designated as the City Engineer for this
improvement. The engineer shall prepare plans and specifications for the making
of such improvement.
Adopted by the Council this 22"`~ day of March, 2010.

PROJECT HISTORY
? The City and County have been working toward the replacement of the bridge over Rice
Street due to the following:
? Anticipated increase in traffic volumes on Rice Street from 20,000 vehicles per day
(existing) to 27,200 vehicles per day (2033)
? Rice Street Bridge over Highway 36 no longer meets current geometric standards
? Rice Street Bridge is in poor condition and eligible for federal bridge replacement
funding
? Closely spaced intersections do not comply with current Mn/DOT access
management standards and cause traffic flow issues
? Pedestrian facilities are not continuous across TH 36 or Rice Street
? Six interchange concepts were reviewed and analyzed for Level Of Service (LOS)
? Ramsey County completed a Corridor Study along Rice Street.
PROPOSED IMPROVEMENTS
? Reconstruction of the TH 36 /Rice Street Interchange including bridge
replacement.
? Offset Single Point Interchange
? The bridge will have two thru lanes, two left turn lanes, and one right turn
lane in each direction.
? Reconstruction of Rice Street from County Road B north to County Road 62.
? 4 lane divided roadway with raised center medians and sidewalks
? Turn lanes provided at major intersections.
? New storm drainage system to serve the improved street.
o An additional left turn Zane will be constructed on County Road 62.

PROJECT COST
? Total estimated project cost of $27,545,000.00
? Several County, State, and DEED funding sources cover a majority of
project costs.
? Possible costs passed along to the City's include shoulder/bike lanes,
sidewalks, traffic signal costs, boulevards, medians, trees, retaining wall
railing, and burying of the powerlines.
? Little Canada's share of the project cost is currently estimated at $670,000
ASSESSMENT POLICY
? A total of 8 properties abut the improvement area and all would be treated as
commercial property under the City's Assessment Policy.
? Assessment based on actual front footage.
? 2010 maximum assessment rate of $121.73 per front foot.
? Total commercial assessment $262,432.84
