<br /> MINUTES <br /> CITY COUNCIL <br /> MARCH 8, 2010 <br /> unaccounted-for-water-usage versus 5% used in the budget. The 2010 <br /> Water Utility Fund Budget is expected to produce a loss of $28,601. <br /> Expected loss factors include a St. Paul Regional Water Services rate <br /> increase of 4.7%, as well as an increase in the unaccounted-for-water <br /> usage to 8%. <br /> The Director reviewed the 2010 Survey of Water Pees, and noted that the <br /> City's proposed rate increase is comparable to the surrounding cities that <br /> provide softened water (St. Paul customers). The 2010 water rates are <br /> proposed at a winter rate of $2.73 per 1,000 gallons, summer rate of $2.82 <br /> per 1,000 gallons and water service fee of $12.00. <br /> Mr. Keis introduced the following resolution and moved its adoption: <br /> RESOLUTION NO. 2070-3-53 -ADOPTING THE 2010 UTILITY <br /> RATES AS RECOMMENDED BY THE FINANCE DIRECTOR AS <br /> FOLLOWS: <br /> Sewer Minimum $46.50 <br /> Sewer Use Rate $3.10/1,000 gaiious <br /> Winter Water Rate $2.73/7,000 gallons <br /> Summer Water Rate $2.82/1,000 gallons <br /> Water Service Fee $12.00 <br /> The foregoing resolution was duly seconded by McGraw. <br /> Ayes (4). <br /> Nays (0). Resolution declared adopted. <br /> WATER The City Administrator reviewed the Public Works Superintendent's <br /> TOWER report dated March 5, 2010 relative to the need to conduct an interior <br /> TANK inspection of the City's water tower. The Administrator noted that three <br /> INSPECTION quotes have been obtained for the inspection, which staff feels is necessary <br /> at this stage of the interior coatings life. One quote was for an inspection <br /> by divers and did not include a float down of the tank. Another quote was <br /> from a company that has only operated in Minnesota for the past five <br /> years and whose references were not the best. The third quote is from <br /> KLM Engineering which has performed all the inspections on the City's <br /> water tower since it was recoated in 1991. Their quote is for $3,800 to <br /> perform the inspection in one day and an additional $1,200 if a second day <br /> is necessary. The Administrator noted that the Superintendent indicated <br /> that KLM has always done quality work and provides detailed inspection <br /> reports. Their knowledge of the City's tank and statewide reputation are <br /> important considerations. Therefore, staff s recommendation is to hire <br /> KLM Engineering to perform an interior inspection of the City's water <br /> tower utilizing a float down inspection method. <br /> 5 <br /> <br />
