6/9/'08 <br /> regarding 2966 Labore Rd., Little Canada, MN 55109: <br /> Previous owner Wm. Richie excavated to extend the grade <br /> of his property onto adjoining property and built a five <br /> stall garage, and shops within 30" of the property line 1976. <br /> He was retired and his full time hobby was antique car <br /> restoration including all aspects of autobody repair; welding, <br /> sanding, stripping, paints, solvents, other. <br /> He extended the grade behind his shops at least 15' onto <br /> neighboring property and dumped debris and refuse onto <br /> that property, some of which is protected wetland. <br /> This is evident from recent survey with property line staked <br /> and indicated as well as obvious from looking where his <br /> shops had been and were torn down. <br /> Little Canada city offcials have been reluctant and negligent <br /> to inspect and review the site of these violations, presumably <br /> avoid or evade witness. <br /> Metro watershed has refused to verify location of the spring <br /> included in previous delineations stating procedural reasons. <br /> Recent weather patterns are more true to long range accuracy <br /> of wetland delineation. I need a public agency of expertise <br /> and jurisdiction to review wetland boundary accuracy. <br /> MPCA inspected dumpsite but hedged on soil test funding. <br /> I have a limited income.
