<br /> MINUTrS <br /> CITY COUNCIL <br /> MARCH 24, 2010 <br /> Himmelbach noted that Mr. Woolworth indicated that the Sioux hunted in <br /> this area from 1500 to l 853. Himmelbach reported that when Mr. <br /> Woolworth came out to the property there was snow on the ground. Thar <br /> coupled with the Fact that he is an elderly gentleman made it difficult to <br /> look for evidence of camp sites and other artifacts. <br /> McGraw stated that his interpretation is that Mr. Woolworth indicated that <br /> the area was used by the Sioux for hLmdred of years and that it is <br /> unfortunate that the area was being developed. Woolworth also felt it <br /> would be nice to retain the area as an open piece of land. However, <br /> McGraw pointed out that it is not our land to keep open. <br /> Himmelbach commented on Callahan's description of vision quest <br /> boulders and the fact that he would not commit to whether or not the <br /> bounder that Himmelbach has located is a vision quest boulder. <br /> Keis pointed out that this has been going on for several years, and <br /> Himmmelbach has produced no evidence of his claims. Keis suggested that <br /> Mr. Himmelbach can do whatever he wants on his own property, and <br /> expressed concern that at the last minute he wants to slow the Gervais <br /> Woods development down. Keis stated that he sees no evidence to <br /> warra~rt ordering an FA W. <br /> Himmelbach stated that he is moving ahead with proper procedures and <br /> wants to ensure that things are done right. Himmelbach stated that he <br /> provided the City with his sign affidavit that the artifacts exist. <br /> Montour asked what would happen if artifacts were found in the <br /> development of the Richie property. The City Planner reported that any <br /> artifacts discovered would have to be reported to the State. Himmelbach <br /> indicated that the discovery of human bones would be pertinent to recent <br /> history, noting that what he discovered were artifacts that will rewrite <br /> history. These artifacts should be dated and a determination made as to <br /> where they fit into recorded history. Once that is done, then it should be <br /> decided whether development should occur. Montour pointed out that <br /> Himmelbach raised this issue over the past couple of years, and had yet to <br /> produce the artifacts. Montour asked if the artifacts were discovered on <br /> the property owned by Himmelbach. Himmelbach replied that they were <br /> not discovered on his property, but rather the former Richie property about <br /> half way up the south side of an elevated ridge. Himmelbach reported that <br /> there is a spring on his property which he finally got inventoried. <br /> Himmelbach stated that he found the artifacts aiid is trying to get them <br /> looked at in a way that is proper to procedure for scientific authentication <br /> and with interest to the local community. <br /> 6 <br /> <br />
