<br /> MINUTES <br /> <br /> CITY COUNCIL <br /> <br /> APRIL 14, 2010 <br /> STAFF TO REVIEW OTHER STREETS IN THE CITYAS A BASIS <br /> FOR IDENTIFYING OTHER WORKABLE OPTIONS, POTENTIAL <br /> PRECEDENT, ETC., AND FURTHER DIRECTING CITY STAFF TO <br /> WORK WITH THE BRYAN STREET PROPERTY OWNERS TO <br /> DETERMINE IF THERE ARE ACCEPTABLE ALTERNATIVES TO <br /> THE CITY ENGINEER'S DESIGN, WITH STAFF TO REPORT TO <br /> THE CITY COUNCIL AT ITS APRIL 28, 2010 MEETING <br /> The foregoing resolution was duly seconded by Montour. <br /> Ayes (3) Keis, Montour, McGraw. <br /> Nays (1) Blesener. <br /> Abstains (1) Boss. Resolution declared adopted. <br /> The City 1Jngineer reported that the 2010 reconstruction projects also <br /> include the private section of Parlc Street that is part of the Terrace Heights <br /> Mob$ehome Park. The property owner has requested the reconstruction <br /> of this street section and has indicated agreement in paying 100% of those <br /> project costs. <br /> Mr. Blesener introduced the following resolution and moved its adoption: <br /> RESOL UTION NO. 2010-4-87 -AWARDING THE LOW BID OF <br /> TOWER ASPHALT FOR THE IMPROVEMENT OF PARK STREET <br /> AS REQUESTED BY TERRACE HEIGHTS MOBILEHOME PARK <br /> PROVIDED THAT THE PROPERTY OWNER PAY 100 % OF <br /> IMPROVEMENT COSTS <br /> The foregoing resolution was duly seconded by Montour. <br /> Ayes (5). <br /> Nays (0). Resolution declared adopted. <br /> REQUEST The City Clerk reported that Merrick, Inc. has requested that the City <br /> FOR LAWFUL amend its Lawful Gambling Ordinance to allow non-profit organizations <br /> GAMBLING within the City's trade area (Little Canada and contiguous cities) to <br /> ORllINANCE conduct lawful gambling within Little Canada. The current ordinance <br /> AMENDMENT- requires that non-profit organizations be local organizations maintaining <br /> MERRICK, an address in the City for at least three years. Given this request, the Clerk <br /> INC. indicated that she surveyed surrounding cities to determine their practice <br /> and found that three had no residency restrictions for non-profits, two <br /> require that the non-profit be located within the trade area, and one <br /> required the non-profit be a local (city address) organization. <br /> The Clerk then provided a brief history of Lawful gambling relative to <br /> Little Canada, beginning in the mid-1980's when the City had no local <br /> ordinance, through the development of the ordinance when the City put in <br /> 11 <br /> <br />
