MINUT>;S
PLANNING COMMISSION
MAY 13, 2010
Knudsen asked about the Planner's comments relative to lighting.
Mullaney reported that they have recently experienced vandalism on the
property and indicated that the owner is planning to light the entire
property. The City Plamier noted that lighting must conform to the City
Code and suggested that the property owner submit a lighting plan.
Knudsen asked about the Planner's comments relative to required parking.
The City Planner indicated that it appears there is adequate parking on the
site as initial parking standards assumed arr office use. It now appears that
a portion of the building is used as a warehouse, which requires less
parking. Mullaney indicated that a large portion of the building is
warehouse. The Planner recommended that a building plan be submitted
showing the portion of office use and por•Cion of warehouse use for the
building.
Knudsen asked if the Fire Marshal has reviewed the site plan. The City
Clerk indicated that it would be submitted to the Fire Marshal for review
prior to the Council meeting. Mullaney reported that the Fire Marshal
recently visited the site and made some recommendations for signing of
fire lanes.
Everson asked when a trailer became a storage container versus a semi-
trailer. The City Planner noted that this is a judgment issue. There is
nothing in the Code that specifies a time frame for how long a trailer is
allowed to sit. The Planner indicated that when a trailer sits on a property
and materials are taken in and out and used on the site, it is considered tp
be a storage container. The Planner reported that he discussed this issue
for a representative of the company and was informed that the trailers
would site on the site for a few days or so since they need to be filled or
emptied. They are then in and out being taken to or returned from job
sites. Knudsen suggested that if tires go flat, that would be one sign that
the trailer is being used primarily as a storage container.
Duray asked the type of business. Mullaney replied that they h•ansport
equipment and merchandise to retail centers. Goods can range from
clothing to store fixtures, supplies to inventory.
Duray asked if a business license is required. The City Planner noted that
an Outdoor Storage License will be required and the applicant has already
made application for one. While the CUP will run with the Land, the
Outdoor Storage License will be an annual license. It was noted that the
Code Enforcement Officer will review Outdoor Storage Licenses on an
annual basis.
-2-
