<br /> MINUTES <br /> <br /> CITY COUNCIL <br /> <br /> MAY 26, 2010 <br /> Montour felt that the Abdo proposal has a lot of merit, his only concern is the <br /> development of a strip mall on the site given the other vacancies in the area. <br /> Lany Abdo noted that his potential tenants want this particular property. <br /> The consensus was that the City Administrator prepare a financial analysis of <br /> the development proposal including the possibility of TIF assistance and <br /> accounting for the fact that there is some site contamination. The Administrator <br /> noted that the likelihood is that any development will encounter the <br /> contaminated area with its footings. <br /> Paul Abdo indicated that their intention would be to have 5 to 10 year leases for <br /> the tenant spaces. If the building goes dark at that point, it will be a building <br /> plan that could easily be converted to another use. Paul Abdo again pointed out <br /> that they are willing to construct any building design that the City prefers. <br /> Montour suggested that the layout of both sites (this one and the R. J. Marco <br /> site) be coordinated. The City Administrator indicated that the Abdo's have <br /> been in contact with R. J. Marco representatives. <br /> At this point, 7:25 p.m., the workshop meeting was temporarily adjourned until <br /> the conelusiou of the regular Council meeting. <br /> The workshop meeting was reconvened at 8:10 p.m. <br /> VOLUNTARY The City Administrator reported that the City Attorney's office brought <br /> ENERGY to the City's attention recent legislation that was passed enabling <br /> IMPROVEMENTS jurisdictions to create a Voluntary Energy Improvements Financing <br /> FINANCING Program. The Administrator noted that the bonds that would need to be <br /> PROGRAM sold to finance this program would be taxable bonds. He further indicated that <br /> after reviewing the details of the program, it would require a great staff time and <br /> coordination. It was the consensus of the Council that to undertake a program of <br /> this nature would have to be done in collaboration with other jurisdictions. <br /> THE HOUSE The City Administrator reported the faot that The House installed a sign on their <br /> property without a sign permit and that sign encroaches into the required setback <br /> by a little under two feet. The Administrator outlined the history of Phis <br /> situation which involves The House requesting a sign permit which was not <br /> issued pending receipt of a survey of the property to ensure the sign was placed <br /> properly. The sign was installed anyway and without a permit being issued. <br /> The City Administrator reported that this situation has been discussed with The <br /> House. 'T'hey have as]<ed about the possibility of the City issuing a Variance for <br /> the sign location. The City Administrator reported that The House has been <br /> informed that there is no hardship present that would justify the issuance of a <br /> <br />
