Hanson <br /> www. ci.little-Canada. inn. us <br /> MEMORANDUM <br /> TO: Mayor Blesener & Members of City Council <br /> FROM: Bill Dircks, Public Works Superintendent <br /> DATE: June 7, 2010 <br /> 12E: Public Works Shop Fuel Tank Testing <br /> "the fuel storage tank, supply lines, and fuel pump were removed from the shop on May <br /> 20. As part of the process the soils were tested around the tank and the pump. The soils <br /> around the tank tested negative for any fuel leaks. The soils around the pump tested <br /> positive for fuel. There may have been a problem with the pump at some point which <br /> caused a leak. Because there was fuel in the soil, the area has to be inspected more <br /> thoroughly. A limited site investigation must be performed by a qualified engineering <br /> firm to figure out how extensive the leak was. <br /> 1'he likely outcome is that there is not a significant impact and the site will be eligible for <br /> closure. In this case, the LSI report would be completed and submitted to the MPCA <br /> requesting site closure. 'There is a small chance that there is some groundwater <br /> contamination. In that case a full remedial investigation would be required. An RI <br /> involves monitoring wells, which are sampled over six quarters to determine the next <br /> course of action. <br /> The Minnesota Department of Commerce has a Petrofund program that helps pay for the <br /> clean up of fuel storage tlnks. They have a program for limited site investigations that <br /> will refund up to 90% of our expenditures on the testing. We had to get at Least two <br /> quotes from registered Petrofund contractors. The chosen contractor will perform the <br /> work and then help us through the process of getting reimbursed by the Petrofund <br /> program. <br /> Staff acquired bids from Thatcher Engineering and MTM Enviromnental to complete the <br /> work Both firms were given the same scope of work to bid on. Thatcher provided au <br /> estimate of $6,693.50 and MTM submitted an estimate of $8,475.35. Based on the two <br /> bids, staff recommends the City Council approve the estimate submitted by "Thatcher <br /> <br />
