At the conclusion of Mr. E,lfering's presentation, the residents were asked for comments

or questions regarding anything that had been presented. The following is a summary of

that discussion:
? A resident asked about the steep entrances to driveways made by the existing
surmountable curb. Mr. Elfering stated that the curb in front of driveways can be
lowered to provide a smoother entrance. This work would be at the expense of
the property owner, who would set up the work with the contractor and pay the
contractor directly. Each resident would have a choice of doing the work or not.
Mr. Elfering further explained that if a resident's driveway was already marked
for removal it would be matched to the existing surmountable curb unless the
homeowner wanted to lower it.
? A resident asked how long the overlay would last. Mr. Elfering responded that it
should last about seventeen or eighteen years with proper maintenance.
Typically, another mill and overlay can be performed and another twelve years
can be added to the life of the road before a full reconstruction is necessary. The
City Administrator pointed out that the roads in the same neighborhood have all
deteriorated early due to the poor soils and inadequate road sections. Each street
is different but the hope is to prolong the life of the street for as long as possible.
? A resident asked how the curbing was removed. Mr. Elfering replied that the
contractor uses a skid loader with a pneumatic jackhammer and bucket to remove
curbing. The biggest, noisiest piece of equipment is the milling machine and that
will only take a few hours to finish its work.
? A resident asked when they would be brought back in if they decided not to
pursue the project this year. The City Administrator answered that they could be
called back in as soon as next year since it was scheduled for next year and
certainly within the next three years.
? It was asked how long the prices were good for. Mr. Elfering responded the
prices were good for this year. If the project were put off until next year it would
have to be re-bid and there would be a chance the prices could go up.
? A resident inquired about the possibility of adding speed bumps or other traff c
calming devices to slow down cars that speed along Ontario Road. Mr. Elfering
commented on the possibility of speed bumps. IIe stated that there are
conflicting reports on whether they actually work or if drivers drive faster on the
back side of the bump to make up for the lost time going over it. He also stated
that snow plowing operations are affected by the bumps and that the plows would
likely damage the bumps each winter.
At this point the City Administrator asked the residents present if they were for or
against the project. All of those present were in favor of the project.
