For some of the initial IUPs, that year is up and they need to request <br /> extension of their permit. As written, extensions would constitute new permits, and <br /> would also be limited to one year. <br /> As a part of this review, staff is opening up the discussion over the one year limitation <br /> on such permits. In addition to the IUP, the owner is required to obtain an <br /> administrative license to operate off-site outdoor storage. This license requires an <br /> annual renewal, but is less expensive to obtain since there is no public hearing and <br /> compliance is largely self-reported with a staff code enforcement site visit. The IUP <br /> requires public notice and a public hearing, and is essentially afull-blown Conditional <br /> Use Permit process each time it comes up. <br /> The current language is as follows: <br /> 914.045.A.7. The owner of the property and the owner of the storage material execute a <br /> development agreement with the City specifying any additional conditions <br /> for use and operation of the storage area, including a termination date for <br /> the interim use permit not more than one (1) year from the date of <br /> approval. <br /> Any amendment to be considered would be only to the last line of the clause, specifying <br /> a different time for termination. Keeping the timeframe short permits the City to closely <br /> monitor off-site outdoor storage. In the alternative, the City could create language that <br /> allows for a longer timeframe, or to language that allows the City to specify a timeframe <br /> on a case-by-case basis.
