MINUTES <br /> CITY COUNCIL <br /> <br /> JULY 14, 2010 <br /> The City Administrator reported that the interim use permits that have <br /> been issued include Lee Rossow and Dave Holm at On-Site Sanitation. <br /> R & S Automotive is applying for one during our next planning cycle. <br /> There was no one else present from the general public wishing to <br /> comment on this matter. <br /> Upon motion by McGraw, seconded by Boss, the public hearing was <br /> closed. <br /> Blesener noted that some of the interim use permits for outdoor storage <br /> have been very specific in nature, and it is his understanding that R & S <br /> Automotive is going to be asking for a more general permit. <br /> McGraw suggested that when interim use permits come up for renewal <br /> That the City streamline the zoning process for those properties that have <br /> been in compliance with their permits. Blesener asked if an interim use <br /> permit renewal could be processed by City staff under those conditions. <br /> The City Administrator noted that the challenge is that interim use permits <br /> extend to a specific date. However, there may be a way to streamline the <br /> process for a compliant property lather than go through the full zoning <br /> process. McGraw felt there should be a way to reward property owners <br /> who keep their properties in compliance. The City Planner noted that an <br /> interim use permit runs through a certain date, is then terminated, and <br /> cannot be extended. Once an interim use permit expires, a new interim <br /> permit would be issued. The Planner agreed that while the zoning process <br /> will have to be followed, it may be possible to develop a streamlined <br /> process for a compliance property. The City Administrator suggested that <br /> if a property is compliance, the public hearing process would still be <br /> necessary, but perhaps the initial zoning report would be utilized including <br /> an updated summary. This would likely result in reduced costs for the <br /> property owner. Council agreed that staff should look at this option for <br /> compliant properties. <br /> Mr. Keis introduced the following resolution and moved its adoption: <br /> RESOL UTION NO. 2010-7-165 - APPROVING AN AMENDMENT <br /> TO THE ZONING CODE, CHAPTER NO. 914.045, INTERIM USES, <br /> ALLOWING FOR TERMINATION DATES FOR INTERIM USE <br /> PERMITS OF UP TO FIVE YEARS <br /> The foregoing resolution was duly seconded by McGraw. <br /> Ayes (5). <br /> Nays (0). Resolution declared adopted. <br /> 5 <br /> <br />
