With regard to pigeons, Keis noted that it is recommended to <br /> have one square foot of floor space per pigeon. The City Adminishator <br /> indicated that in a sample ordinance he obtained 50 pigeons are allowed. <br /> "fom Pearson, Thunder Bay Road, felt that the City would have more control <br /> over chickens than pigeons. He indicated that a the person requesting pigeons is <br /> his neighbor and that there are issues with waste control, pigeons perching on <br /> neighboring properties, and property maintenance. <br /> Keis indicated that a lot of it comes down to good owners acid bad owners. Keis <br /> noted that the City has to legislate for the worst-case scenario. McGraw agreed <br /> and indicated that he has concerns with both the keeping of chickens and <br /> pigeons. <br /> Winegar reported that people are interested in chicken raising and stated that <br /> most of these are urban/suburban, upscale housewives. <br /> Boss asked how many neighboring cities allow the keeping of chickens. The <br /> City Administrator replied that only Shoreview does. <br /> Keis indicated that he concern was wide the total number of pets that a property <br /> owner could have. Keis felt that the keeping of pets was acceptable and a <br /> property owners privilege, but felt the total number needed to be established. <br /> The City Adminisri•ator noted that current City Code sets a maximum number of <br /> pets at three. <br /> It was suggested that there may be the need to have a workshop meeting that <br /> solely focuses on the City's animal ordinance. <br /> McGraw asked Pearson if he knew the consensus of neighboring property <br /> owners on the issue of pigeons. Pearson replied that they are not in favor and <br /> again noted that the coop is an eyesore and the property is not being maintained <br /> adequately nor are the pigeons being controlled adequately. The City <br /> Administrator reported that the City has received two complaints on the pigeons. <br /> Blesener noted that due to time constraints, the workshop meeting would be <br /> continued after the regular Council meeting.
