Resolution declared adopted. <br /> I.IQU®12 Blesener opened the public hearing to consider the renewal of the <br /> LICEI+tSE following ]icenses for Bangkok Avenue, 2900 Rice Street: <br /> I~EI~IEVdALS - <br /> )gAI®'GI£®K On-Sale Wine License; <br /> AVIJIVU~ On-Sale Intoxicating Malt Liquor License; <br /> Sunday Liquor License; <br /> 2 A.M. License; <br /> Consumption & Display License; <br /> Entertainment License. <br /> The City Administrator reported that City staff had recommended that a <br /> Public Hearing be called to consider these license renewals given the <br /> serious calls that have been occurring at Bangkok Avenue as reported by <br /> the Ramsey County Sheriffls Department. The Administrator reviewed <br /> the reports submitted by the Sheriffls Department as well as the City <br /> Clerk's report summarizing the nature of the calls and apparent hesitancy <br /> of the owner of Bangkok Avenue to call the Sheriff's Department with the <br /> owner urging people to leave the premises instead. Concerns have also <br /> been expressed in the methods of serving beer by the 12-pack and case <br /> which is felt compromises control over both over-consumption and under- <br /> aged consumption. The lack of both wait staff and security staff <br /> contributes to these issues. <br /> The City Administrator summarized the recommendations of the Sheriffl s <br /> Department which they feel will improve security at Bangkok Avenue: <br /> o Increase staffing and staff training to the point where <br /> employees can adequately monitor he consumption of <br /> alcohol to limit over consumption by patrons and to prevent <br /> access to alcohol by minors. <br /> o ID patrons at the door and issue wristbands to differentiate <br /> those patrons who are over 21 and those who are under 21. <br /> o Sell alcohol on a one unit to one patron basis. <br /> o Sell beer in plastic cups or bottles to prevent the use of beer <br /> bottles as weapons. <br /> o Increase security staffing and training to the point where <br /> they can intervene and prevent fights by ejecting disruptive <br /> pari~ons. <br /> o Cooperate with Sheriffls Department personnel in their <br /> response to, and investigation of, incidents at Bangkok <br /> 7 <br /> <br />
