<br /> MINUTES <br /> <br /> CITY COUNCIL <br /> <br /> JULY 28, 2010 <br /> Blesener also noted that the Primary Election will be held Tuesday, <br /> August 10, 2010, with polls open from 7:00 a.m. through 8:00 p.m. <br /> REPRESEN- Blesener announced that State Representative Beverly Scalze has been <br /> TATIVE named one of the 2010 Legislators of Distinction by the League of MN <br /> SCALZE Cities. <br /> RICE STREET/ Blesener noted that work has begun on the Rice Street/Highway 36 bridge <br /> HIGHWAY 36 replacement project. He noted that Representative Scalze was a leading <br /> BRIDGE proponent of this project. This project was not even on the State's twenty- <br /> PROJECT year plan, but due to efforts by Representative Scalze, it was moved up on <br /> the schedule. <br /> CITY ATTORNEY Blesener congratulated City Attorney Pat Kelly at being names one of <br /> PAT KELLY 2010's top attorney in the state. Kelly also received an AV rating from his <br /> peers, and has received that rating for the 10'x' consecutive year. Blesener <br /> felt that the City Attorney's office as a whole demonstrated the highest <br /> level of skill and integrity. <br /> HOSTESS The City Administrator reported that as result of the Rice Street/County <br /> BAKERY SITE Road B-2 intersection improvements, an additional left turn lane is being <br /> added on County Road B-2. The need for additional right-of way for this <br /> turn lane resulted in the City's need to acquire the Hostess Outlet Store. <br /> That was done through the eminent domain quick-take process. <br /> The City Administrator reported that he has been informed that the bakery <br /> outlet is closing on August 2, 2010. An employee has expressed concern <br /> due to their understanding was that the bakery outlet would be relocating <br /> within the area. The City Administrator indicated that it appears that the <br /> outlet will close and will not relocate. This is a corporate decision over <br /> which the City has no control. The Administrator pointed out that the <br /> outlet was already in bankruptcy; consequently, corporate staff may have <br /> made the business decision not to relocate. The Administrator also noted <br /> that the bakery outlet is due relocation benefits under the eminent domain <br /> laws, and the City has a relocation specialist analyzing the level of this <br /> benefit and working with them to meet our obligations. <br /> The City Administrator further reported on the need for the Rice <br /> Street/Highway 36/County Road B-2 project. He pointed out the <br /> expansion of St. Jude Medical in this area, the added employment that <br /> would be generated by this expansion and the need to address the resulting <br /> 2 <br /> <br />
