MINUTES OF THE REGULAR MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />SEPTEMBER 24, 2025 <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of Little Canada, <br />Minnesota, was convened on the 24th day of September 2025 in the Council Chambers of the City <br />Center located at 515 Little Canada Road in said City. <br />Mayor Tom Fischer called the meeting to order at 7:30 p.m., and the following members of the City <br />Council were present at roll call: <br />CITY COUNCIL: Mayor Fischer, Council Members Malone, Kwapick, Gutierrez, and Miller. <br />Absent: None. <br />ALSO PRESENT: City Administrator Bryce Shearen, Assistant City Administrator/Community <br />Relations Manager Laura Linehan, and City Clerk/HR Manager Heidi Heller. <br />APPROVAL OF MINUTES <br />Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2025-9-146 — APPROVING THE MINUTES OF THE SEPTEMBER <br />10, 2025, WORKSHOP AND THE SEPTEMBER 10, 2025, REGULAR MEETINGS AS <br />SUBMITTED <br />The foregoing resolution was duly seconded by Gutierrez. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />ANNOUNCEMENTS <br />The Assistant City Administrator noted the upcoming Community Building Technical Advisory <br />Committee open house meeting on October 2nd. She also noted the last farmers market and reported <br />that the October/November newsletter has been printed and should be received by residents this week. <br />PUBLIC COMMENT <br />None. <br />PUBLIC HEARINGS <br />CONSIDER AN INTERIM USE PERMIT FOR CANNABIS RETAIL AT 75 LITTLE <br />CANADA ROAD W <br />The City Clerk presented a request for a cannabis retail facility, proposed to be located at 75 Little <br />Canada Road W. She provided information on the current property, the proposal, background <br />information, details of the site plan, and the applicant statement. The Planning Commission reviewed <br />the request at its September meeting and unanimously recommended approval as presented. She <br />provided additional review of the Interim Use Permit (IUP) and related findings, recommending <br />approval subject to the conditions as noted. <br />Mayor Fischer invited the applicant to speak. <br />
