CLOSED WORKSHOP SESSION MINUTES <br />CITY COUNCIL <br />OCTOBER 8, 2025 <br />The City Council reviewed the list of affected properties and the last written offer amounts. <br />• There was Council consensus for the combined amount listed for Parcels 8 & 22 <br />• There was Council consensus for the Parcel 9 (Fleur Royale) offer of $65,000. The City <br />Attorney reported that Fleur Royale counter -offered with $109,000. The City Attorney <br />stated that $65,000 is a good offer for now <br />• There was Council consensus for the Parcel 10 (The Provinces) offer of $60,000 <br />• The City Attorney reported that Parcel 11 is expected to settle soon <br />• There was Council consensus for the Parcel 13 offer of $25,000, and to potentially also <br />widen the current single -wide driveway to a double -wide driveway with the project work to <br />help with maneuverability on the property <br />• There was Council consensus for the Parcel 14 offer of $5,000 <br />• Parcel 21 - Caribou Coffee. The City Attorney stated that Caribou customers are mostly <br />impulse buys so they would likely lose more business than Porterhouse since Porterhouse is <br />a destination, and people will deal with extra traffic or difficulty to go there. The City <br />Attorney stated there has been little response from Caribou so far and it is likely that they <br />will hire a lawyer. She stated that she is recommending an offer up to $205,000 due to their <br />significant access impact for two months each of the two construction years.
