only of the drive aisle through the sales area, rather than being necessary to screen
storage.
Summary and Recommendation
Planning staff believes that the terms of the Conditional Use Permits for Auto Sales Lot
and Outdoor Storage are met, with a couple of exceptions. The sales lot is surfaced
with gravel, rather than pavement. Gravel is an allowed surface for outdoor storage
which is the use of most of the rear yard area. Provided that vehicles displayed or
stored all meet the requirements of the sales yard, the City may consider the gravel
surface to be acceptable in this case. As noted above, this was also the apparent
expectation of the City at the time the original permit was granted, and would thus be
continuing and existing condition. Also as noted, all of the parking and access drive
areas in the front of the lot are paved and striped for customer use.
Planning staff recommends approval of the two Conditional Use Permits, pending
verification of meeting the licensing requirements, submission of a final landscaping
plan, and with the condition that the Fire Code issues are inspected and compliance is
confirmed.
Planning staff further believes that the variance from the screening requirements is not
necessary based on the submission materials provided by the applicant, since the
relevant portions of the fencing will be landscaped, and the unscreened gate area does
not provide visibility to the storage area.
pc: Kathy Glanzer
Steve Westerhaus
Lee Elfering
Nicole Luciw, 11931 Unity Circle NW, Coon Rapids, MN 55448
