Hanson <br /> www. ci.little-canada.mn.us <br /> MEMORANDUM <br /> TO: Planning Commission Members <br /> rROM: Jessica Jagoe, Code Enforcement Officer <br /> DATE: September 1, 2010 <br /> RE: 53 Woodlyn Avenue -Conditional Use Permit Amendment <br /> On August 27, 2008 the City of Little Canada approved a Conditional Use Permit for Mr. Dave <br /> Holm at 53 Woodlyn Avenue. The CUP was for outdoor storage of storage containers up to the <br /> maximum allowed by City Code. Based on the size of the site, Mr. Holm would be allowed a <br /> maximum of 10 storage containers. (The Code states a ratio of 1 storage container for every <br /> 7,500 square feet of property). <br /> At this time, Mr. Holm is seeking to have the CUP at 53 Woodlyn Avenue amended to allow <br /> additional outdoor storage for tenants of the building up the maximum allowed by code (60% of <br /> the site). This will allow Mr. Holm outdoor storage in addition to the storage containers <br /> previously approved. City staff has reviewed the site plan submitted by Mr. Holm and the <br /> outdoor storage area shown is about 40% of the site (both existing storage and proposed storage). <br /> I have included with this memo the site plan Mr. Holm submitted and the original Planner's <br /> report dated July 3, 2008 for yom• review. With the exception of the storage container provision, <br /> the outdoor storage requirements in the original Planner's report are still the same today. The <br /> site plan shows the addition of semi hailer storage on the west side yard of the site behind the <br /> front line of the building. (Semi trailers are not considered the same as storage containers.) City <br /> Code allows for outdoor storage in flris location subject to screening from view of the public <br /> right-of--way. Staff is not aware of fencing or landscape materials proposed along Woodlyn <br /> Avenue to provide for the required screening. The current CUP allows for outdoor storage <br /> directly behind the building; therefore, the building provides required screening. With the <br /> expansion of the storage area along the side of the building, City staff requests an updated site <br /> plan be submitted showing how screening requirements will be met. City code states screening <br /> shall consist of masonry walls or fencing constructed of wood or vinyl, as well as landscaping. <br /> Metal fencing may be used where landscaping provides a complete year-round screen and is <br /> <br />
