September 8, 2010 ~L~~RING & ASSO(IpT~S
File: 120142E-0240
TRU! UURTII
Honorable Mayor and City Council
City of Little Canada
515 Little Canada Road East
Little Canada, MN 55117-1633
RE: PREWIRE SPECIALISTS, INC.
CITY OF LITTLE CANADA
Dear Mayor and Council Members:
As indicated in our previous letter the estimation of the disturbed area for the Prewire
Specialists site was listed at 0.95 acres in the submittal documents. This disturbance
was very close to the required permitting size of 1-acre for the Ramsey Washington
Metro Watershed District and there was a question of whether the driveway impacts
should be included in this number. Therefore, we provided plans to the Watershed to
review and informed the Developer and his engineer that contact should be made with
the Watershed and a determination made if a permit is necessary for the work.
Based on our discussions with Watershed staff, it appears that the driveway work should
be included in the disturbance calculation and based on scaling of the drawings provided
it appears that would increase the disturbance size to over 1 acre. However, the
developers engineer indicated that the plan was laid out to be less than an acre to
negate the need for a Watershed permit. The City's requirements are the same
regardless of if the site disturbance is over 1-acre in size, but our requirements are not
as stringent as the Watershed's and therefore the determination of a need for a permit
from the Watershed will affect the development.
At this time the Watershed is having discussions with the developer and to our
knowledge a final determination on the need for a permit has not been made. Therefore
we would recommend that approval should only be given contingent on resolution of the
Watershed permit issue and compliance with any and all requirements related to it.
Please contact me if you have any questions regarding the above information at (763)
780-0450 ext. 103.
Sincerely,
ELFERING & ASSOCIATES
f
Lee Elfering, P.E.
City Engineer
cc: Bill Dircks, Public Works Director
Ilr-090810-CC
10062 Flanders Court NE, Blaine, MN 55449 -Phone: (763) 780-0450 -fax: (763) 780-0452
