As such, it would not be required <br /> that the gate be screened. 1"he outdoor storage area is located further into <br /> the property and not easily visible from the street. <br /> It was the consensus of the Council that given reasons of security and the <br /> Sheriff Department's preference that they have a line of sight into a <br /> property, the Code should be amended to not require the screening of gate <br /> areas. <br /> OUTDOOR The City Administrator sununarized an issue related to outdoor storage <br /> STORAGE in the I-1 Zoning Disri•ict. The Administrator indicated that there was a <br /> period of time (1984 through 1997) when outdoor storage was a permitted, <br /> accessory, and conditional use. (Uses from one zoning district would roll <br /> into another, thus causing this situation.) The Administrator indicated that <br /> it is likely that there was a lot of outdoor storage established during this <br /> period of time. He further noted that most of the Conditional Use Permits <br /> for outdoor storage in Ryan Industrial Park were initially issued when <br /> F,lizabeth Mursko served as the City's Code Enforcement Officer. <br /> The City Attorney reviewed the ordinance that was adopted in 1984 which <br /> made open and outdoor storage in the B-W and I-1 Districts as an allowed <br /> use, noting the four conditions that would have to be in place for Code <br /> compliance. He also noted the City Planner's September 5, 1984 letter to <br /> the City Council which indicates that the Code change is being proposed <br /> as a result of discussions held with industrial property owners. The four <br /> conditions were: <br /> a. The area occupies space other than a required front or side <br /> yard. <br /> b. The area is fenced, screened, and landscaped according to a <br /> plan approved by the City Building Official acrd a <br /> landscape guarantee as determined by the City Building <br /> Official is provided. <br /> a If abutting an R District, screening and landscaping is <br /> provided in compliance with Section 903.020.G. of this <br /> Ordinance. <br /> d. The storage area is grassed or surfaced to control dust. <br /> The City Administrator indicated that the concern is that some properties <br /> may have had outdoor storage during the time period when it was a <br /> permitted use, and if those properties were in compliance with the 1984 <br /> Ordinance amendment conditions, the outdoor storage for those properties <br /> would be considered as legally non-conforming, negating the need for any <br /> CUP's that were issued subsequent to that date. <br /> 5 <br /> <br />
