<br /> MINUTES <br /> <br /> CITY COUNCIL <br /> OCTOI3)JR 19, 2010 <br /> developed. However, deferred assessments do accrue interest. The City <br /> Administrator pointed out that the first year's interest on an assessment wilt <br /> include interest for the balance of 2010 as well as the full year for 2011 <br /> (essentially an extra 73 days). <br /> One property owner expressed interest in the option to defer assessments. The <br /> City Administrator explained that property owners are eligible for a deferment if <br /> they meet low/moderate income guidelines as determined by HUD. The <br /> Administrator again noted that interest does accrue on deferred assessments. He <br /> provided that property owner with the deferment application forms. <br /> A property owner in the Parkview Court'I'ownhomes asked about the assessment <br /> of her townhome. The City Administrator noted that the City is proposing to <br /> assess the common area. The townhome association would determine how to <br /> appropriate the assessment among the individual homeowners. The City Engineer <br /> noted that based on the 22 townhomes in Parkview Court, equally dividing the <br /> proposed assessment would result in a cost ofjust over $1,600 per townhome. <br /> The Administrator suggested that the property owner contact the homeowners <br /> association to determine how they would handle the assessment. <br /> There was no one else present wishing to comment on this assessment. It was <br /> also noted that the City has received no formal written objections to the <br /> assessment. <br /> Upon motion by Boss, seconded by Keis, the public hearing was closed. <br /> Mr. Keis introduced the following resolution and moved its adoption: <br /> RESOLIITIONNO. 2010-70-257-ADOPTING THE ASSESSMENT FOR <br /> IMPROVEMENT NO. 2010-01 & 02, BRYAN STREET AND JACKSON <br /> STREET, AS PRESENTED BY THE CITY ENGINEER <br /> The Foregoing resolution was duly seconded by Boss. <br /> Ayes (3). <br /> Nays (0). Resolution declared adopted. <br /> IMP. NO. Blesener opened the public hearing to consider adoption of the assessment roll <br /> 2010-OA for the improvement of Iona Lane by road reconstruction, concrete curb and <br /> IONA gutter, and drainage enhancements. <br /> LANI; <br /> Mr. Don Pierce expressed concern about the hydro seeding of boulevard areas <br /> noting that the seed has washed in some areas. He also questioned the location of <br /> erosion control logs indicating that in some cases they are on driveway surfaces <br /> and providing no benefit.
