We have worked with the <br /> developer on a grading and erosion control plan to meet all City requirements and have <br /> provided that plan to the developer and City. The disturbance area for the proposed <br /> improvements, approximately 12,000 square feet, is below the City's 20,000 square foot <br /> threshold for storm water treatment and infiltration requirements. However, the existing <br /> pond outlet is being modified to accommodate storm water rate control for the site's new <br /> impervious surface. <br /> We have also discussed the project with the Ramsey Washington Metro Watershed <br /> District. Due to the small disturbance size, no permits or approvals are necessary from <br /> the Watershed District for storm water management or wetland protection. Ali <br /> disturbances are outside the delineated wetland edge and the Watershed informed us <br /> that no wetland setbacks would be enforced due to the limited size of the project. <br /> The expansion of the parking lot and modifications to the striping are providing an <br /> additional 8 parking stalls for the site and 5 trees are proposed to be installed to replace <br /> the 3 being removed. The City Planner should comment as to the adequacy of the <br /> overall parking for the site and the replacement landscaping. <br /> The grading, erosion control, and storm water plan as submitted would meet all City <br /> requirements and would be acceptable. The Planning Commission should consider all <br /> comments from the City Planner and Building Inspector as part of their action.
