MINUTES

PLANNING COMMISSION

NOVEMBER 9, 2010
Duray noted that there is no change being proposed in the business, just a
building addition to accommodate business needs. Duray felt the proposal
was a good addition to the community.
Duray asked about parking. The Planner indicated that the additional
parking more than compensates for the building addition.
Mr. Barraclough recommended approval of the Amendment to
Conditional Use Permit for Minor Auto Repair and approval of
Architectural Review for the expansion of 2600 Rice Street building for
Vroom Motors as proposed by R.J. Marco Construction subject to
compliance with the recommendations of the City Planner and City
Engineer.
Motion seconded by Pechmann.
Motion carried 5 - 0.
AMEND The City Planner reported that Bob Grootwassink has requested an
PUD PERMIT - Amendment to PUD Permit for expansion of the freestanding sign at
2900 RICE the Market Place Shopping Center. The Planner noted that the current
STREET - sign is 400 square feet in size and the applicant is requesting an
MARKET additional 84 square feet. The Planner indicated that this property is
PLACE zoned PUD, therefore, the City has discretion. He noted under Sign
SHOPPING Ordinance, the standard requirements are that a property with two
CENTER frontages is allowed two freestanding signs, each a maximum height of 25
feet and maximum size of 200 square feet. The Market Place Shopping
Center would be allowed a freestanding sign on Rice Street and another on
Little Canada Road. Under the original PUD Permit, the City allowed for
one freestanding sign of 400 square feet in size in exchange for the second
freestanding sign that would have been allowed on the Little Canada Road
frontage.
The Planner noted that the applicant is requesting the additional 84 square
feet in signage in order to provide signage on the pylon for each tenant in
the shopping center. In exchange for the additional square footage, the
applicant has agreed to make the signage background dark with colored
lettering, which is more in compliance with the City's Architectural
Guidelines.
Duray asked if the signage would be illuminated. The Planner reported
that in his last discussions with the applicant, a decision had not been
made on whether or not the signage would be internally lit.
„4
