MINUTES <br />CITY COUNCIL <br />NOVEMBER 10, 2010 <br />PUD PERMIT the Market Place Shopping Center for an Amendment to PUD Permit for <br />2900 RICE the expansion of the freestanding sign at the property located at 2900 Rice <br />STREET Street. The Planning Commission has recommended approval. <br />MARKET <br />PLACE The City Planner reported that Mr. Bob Grootwassink, owner of the <br />SHOPPING Market Place Shopping Center, has applied for an Amendment to a PUD <br />CENTER Permit to allow additional square footage on the freestanding sign at the <br />shopping Center. The property is zoned Planned Unit Development <br />(PUD). The Planner noted that the existing permit for the pylon sign was <br />issued a number of years ago and allowed for a 400 square foot pylon sign <br />in its current location. At the time this permit was issued, the Code <br />allowed properties with double frontage to have a pylon sign on each <br />frontage up to a maximum of 200 square feet each. In lieu of a second <br />pylon sign (on the Little Canada Road frontage), approval was granted for <br />one freestanding sign up to 400 square feet in size on the Rice Street <br />frontage. The property owner has since sold off the Little Canada Road <br />frontage. He is now requesting a PUD Permit to allow the addition of 84 <br />square feet of signage, for a total of 484 square feet. This would allow <br />each tenant of the Market Place Shopping Center to have signage on the <br />freestanding sign. The Planner noted that given the PUD Zoning, the <br />Council has discretion in this request. He also noted that the applicant has <br />submitted proposed signage design changes which will bring the sign <br />closer to compliance with the City's Architectural Guidelines. No <br />changes are being proposed for the wall signs on the shopping center. The <br />Planner indicated that the Planning Commission recommended approval <br />of the request given the change in sign design is more in keeping with the <br />Architectural Guidelines, the outside dimensions of the sign structure are <br />not being changed, and the additional signage does not impede traffic <br />visibility. The Planner noted that staff has not made a specific <br />recommendation as it was felt this was a policy decision which falls within <br />the Council's PUD authority. <br />Blesener asked about the signage design changes. Bob Grootwassink <br />indicated that as recommended in the City's Architectural Guidelines, the <br />background color proposed is dark, with light lettering. Grootwassink <br />indicated that if the Council has a preference for a different color- scheme, <br />he would be willing to change the colors proposed. Grootwassink <br />indicated that his goal is to allow each tenant to have their names on the <br />freestanding sign. He felt the new sign would be an update to the <br />shopping center. <br />Blesener stated that his preference would be to see signage somewhat <br />smaller, noting that some of the existing sign panels are quite large. Keis <br />indicated that decreasing sign size may result in an issue of visibility given <br />the number of tenants that would be advertised on this sign. Blesener <br />2 <br />
