MINUTES <br />CITY COUNCIL <br />NOVEMBER 10, 2010 <br />Keis pointed out that there appears to be a fine line between minor auto <br />repair and major auto repair, noting the Planner's report indicates that the <br />replacement of parts is considered minor auto repair. The Planner <br />reported that that is correct. He further noted that minor auto repair in <br />allowed in the B -4 Zoning District in which Vroom is located. Major auto <br />repair is allowed only in the Industrial Districts in Little Canada. Keis <br />asked if the replacement of a transmission would be considered minor auto <br />repair. The City Planner replied that it would. He noted that the <br />distinctions between major and minor auto repair have to do with the <br />creation of noise, odors, etc. The replacement of parts is considered minor <br />auto repair and does not have the same land use impacts as major auto <br />repair which includes painting of vehicles, the rebuilding or reconditioning <br />of engines and transmissions, collision service, etc. The City Planner <br />noted that City staff reviewed the Vroom operation a few years ago and <br />found it to be conducting minor auto repair. <br />Montour felt that the City should tighten up the definition of minor auto <br />repair, noting that there are some businesses in Ryan Industrial Park that <br />have expressed concern about this issue. Keis agreed. McGraw asked if a <br />distinction was that major auto repair tended to have outdoor storage. The <br />City Planner noted that outdoor storage is not included in the definition of <br />major auto repair. While it is more likely there would be outdoor storage <br />with a major auto repair business, which is a separate Conditional Use <br />Permit category. The City Administrator noted that outdoor storage is not <br />permitted in the B -4 Zoning District. The Administrator felt that from an <br />enforcement standpoint, it was better for the City to have outdoor storage <br />as a separate CUP and license from that of the major auto repair license. <br />The Planner noted that a business may have a major auto repair license, <br />but no need for outdoor storage. <br />Reg Plowman, R. J. Marco, appeared before the Council relative to the <br />Amendment to CUP and Architectural Review. Plowman noted that their <br />tenant, Vroom Motors is a very successful business which requires more <br />space for a couple of hoists and indoor tire storage. <br />The owner of Vroom Motors reported that his business conducts minor <br />auto repair, such as the replacement of batteries, brakes, water pumps, <br />timing belts, tires, and general maintenance such as oil changes. A few <br />times per month they do change out an engine or a transmission as a <br />whole, but do not repair engines or transmissions. <br />There was no one else present from the general public wishing to <br />comment on this matter. <br />6 <br />
