The exterior of the building will be constructed using a stone base, hardy -board siding, <br />synthetic siding and asphalt roofing materials. <br />Landscaping. The applicant is proposing to remove a significant amount of trees in <br />order to develop the property. The applicant is proposing the addition of 32 new trees <br />including 5 Purple Leaf Plum trees, 8 Red Oak trees, 14 white pine trees 2 Autumn <br />Blaze Maple trees and 5 Crabapple trees. These trees are proposed to be dispersed <br />around the site with concentrations at the driveway entrance, east property line and <br />northeast corner of the site. A mix of shrubs will be planted along the parking area <br />perimeter, building entrance and rear patio area. Existing trees proposed to remain will <br />offer buffering of the site along the west property line. A concrete sidewalk will extend <br />around the front and sides of the proposed building. <br />Lighting. The applicant has not submitted plans indicating the location and intensity of <br />outdoor lighting. As a condition of approval, a lighting plan shall be submitted subject to <br />review and approval of City staff. <br />Existing Billboard. There is an existing billboard structure in the northeast corner of <br />the site which currently serves as the principal use of this property. The Ordinance <br />does not allow for more than one principal use per property. The submitted plans do <br />not specify if this billboard will be removed. As a condition of approval, this billboard <br />must be removed prior to construction of the proposed new senior housing building and <br />proof of termination of the billboard lease shall be submitted to the City. <br />Grading, Drainage and Erosion Control. The applicant has submitted preliminary <br />grading, drainage and erosion control plans. These plans are subject to the review and <br />approval of the City Engineer. <br />Trash Enclosure. A trash enclosure and mechanical equipment area is proposed to at <br />the rear of the building opposite the patio. <br />Signs. The submitted site plans indicate the addition of one monument sign at the site <br />entrance off of County Road B and a wall sign on the front of the building. Design <br />details were not submitted. Approval of a sign permit shall be obtained prior to the <br />erection of any signage on the site. <br />CONCLUSION <br />The proposed development plan is consistent with the approved concept plan as well as <br />the Zoning Ordinance and Comprehensive Plan. As such, Staff recommends approval <br />of the Comforts of Home Development Stage Plan application subject to the following <br />conditions. <br />3 <br />
