MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />NOVEMBER 22, 2010 <br />Pursuant to due call and notice thereof a workshop meeting of the City <br />Council of Little Canada, Minnesota was convened on the 22th day of <br />December, 2010 in the Council Chambers of the City Center located at <br />515 Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 6:00 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor Mr. Bill Blesener <br />Council Member Mr. John Keis (6:10 p.m.) <br />Council Member Mr. Mike McGraw <br />Council Member Mr. Rick Montour <br />ABSENT: <br />Council Member Ms. Shelly Boss <br />ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br />Finance Director Ms. Shelly Rueckert <br />Public Works Supt. Mr. Bill Dircks <br />Don Lynn Durose 103 Rosewood Dr. <br />Kim McKenzie 565 Keller Parkway <br />COLLECTION The purpose of this evening's workshop was to discuss the creation of <br />POLICY policy for staff to use in dealing with properties that remote waters <br />REGARDING have been under recording actual water usage based on the main <br />UNDER meter. <br />REGISTERING <br />REMOTES The Administrator reviewed the agenda memo relating to this topic. <br />He noted that many times, staff can identify remotes that are no longer <br />functioning because they will either register low usage and /or stop <br />working entirely (registering zero usage). When a failure occurs, the <br />remote is changed out and the actual meter (inside the home) is read. We <br />have also had situations where the remote has been slowing down over <br />time making the detection of a malfunction more difficult. In these <br />instances, the situation may not be discovered until total failure or a final <br />reading is taken inside the house due to the sale of the property. <br />Within the past year, city staff has come across four utility accounts where <br />the remote has stopped working completely. Once staff discovered the <br />malfunctioning remote, the homeowners were contacted and the water <br />meter and remote were replaced. In each case, city staff tested the water <br />
