MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />DECEMBER 15, 2010 <br />Pursuant to due call and notice thereof a workshop meeting of the City <br />Council of Little Canada, Minnesota was convened on the 15th day of <br />December, 2010 in the Council Chambers of the City Center located at <br />515 Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 6:25 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor Mr. Bill Blesener <br />Council Member Ms. Shelly Boss <br />Council Member Mr. John Keis <br />Council Member Mr. Mike McGraw <br />Council Member Mr. Rick Montour <br />ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br />City Attorney Mr. Trevor Oliver <br />City Clerk Ms. Kathy Glanzer <br />OUTDOOR The purpose of this evening's workshop meeting is to discuss issues <br />STORAGE related to outdoor storage in the City. The City Administrator noted that <br />there was a period of time (Fall of 1984 to Summer of 1997) where <br />outdoor storage was a permitted use. There were ordinance standards that <br />had to be met such as Building Official approved site plan, landscaping <br />and screening requirements. The Administrator reported that staff has <br />been researching the files to determine whether or not any properties had <br />legally established outdoor storage during that time period that met the <br />ordinance requirements. He noted that most properties have since <br />obtained conditional use permits for outdoor storage, but there may be <br />some that would have aspects of outdoor storage that would have been <br />grandfathered in during the 1984 -1997 time period. The Administrator <br />reported that the Code Enforcement Officer has reviewed files and has <br />done some initial categorization of the properties. It does not appear many <br />properties legally established outdoor storage during the 1984 -1997. <br />Those that met the Code will have grandfather rights, but even that may be <br />more restrictive than the CUP's most properties obtained in the late <br />1990's. <br />The City Attorney reported that his recommendation is that the City keep <br />moving forward in requiring conditional use permits for outdoor storage as <br />well as outdoor storage licensing.
