The building itself is one unit along the east <br />side of the office condominium project at the corner of Middle Street and Market Place <br />Drive. <br />Evaluation Criteria. In consideration of permit requests, the ordinance states that the <br />Planning Commission must consider the possible adverse effects of a conditional use <br />permit for such uses in commercial districts. Although this proposal is a part of the PUD <br />District, the criteria identified in the CUP provisions of the City's commercial zoning <br />districts are instructive. The ordinance specifically states that the applicant must <br />demonstrate, by clear and convincing evidence, the following: <br />1. The business receives an appropriate license from the City of Little Canada, and <br />complies with all the requirements of that license. <br />2. All therapists are licensed in accordance with the requirements of the Municipal <br />Code. <br />3. The City reserves the right to review the permit at any time, and may add conditions <br />deemed appropriate by the City Council to ensure compliance with the <br />Comprehensive Plan, City Codes, and applicable regulations. <br />Asian Massage is requesting a PUD Permit to allow massage therapy as a principal use <br />within the PUD, Planned Unit Development District. <br />
