MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />JANUARY 12, 2011 <br />Pursuant to due call and notice thereof a workshop meeting of the City <br />Council of Little Canada, Minnesota was convened on the 12th day of <br />January, 2011 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 6:30 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor Mr. Bill Blesener <br />Council Member Ms. Shelly Boss <br />Council Member Mr. John Keis <br />Council Member Mr. Mike McGraw (7:20) <br />Council Member Mr. Rick Montour <br />ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br />City Clerk Ms. Kathy Glanzer <br />RENTAL The purpose of this evening's workshop meeting is to review the <br />HOUSING City's rental housing licensing program and address some issues <br />LICENSING which have arisen since the program was implemented. <br />The City Administrator began reviewing the issues as outlined in his <br />January 10, 2011 report. The first issue relates to unlicensed properties. <br />I-Ie noted that there are approximately 178 know rental units that have not <br />made application for a license even after receiving a licensing packet in <br />the mail. The Administrator estimated that there may be at least 194 other <br />units that have not applied for licensure based on the City's identification <br />as rental properties through utility billing and other means. In reviewing <br />the current ordinance, there are not penalty provisions in the ordinance for <br />failure to obtain a license. <br />The City Administrator recommended that the ordinance be modified to <br />enact the appropriate penalty language for failure to license rental <br />property. I -Ie suggested that the City then re- notice all non- compliant <br />properties. The Administrator stated that the City will also have to decide <br />how to handle properties that it is unaware of at this time, are discovered <br />as rental properties at a later date, and which did not obtain a rental <br />license. <br />
