March 4, 2011 <br />Fite No. 120119E -0071 <br />Honorable Mayor and City Council <br />City of Little Canada <br />515 Little Canada Road E. <br />Little Canada, MN 55117 -1633 <br />RE: 2009 MILL OVERLAY PROJECT <br />PARTIAL PAY ESTIMATE #7 <br />Dear Council Members: <br />Please find attached 3 copies of Partial Pay Estimate No. 7 for the above referenced <br />project. As you are aware, the Contractor for the project is T.A. Schifsky Sons. The <br />total amount earned by the Contractor on this partial pay estimate is $460,175.34. <br />Subtracting retainage of $1,500.00 and previous payments in the amount of <br />$433,911.88, the amount due the Contractor is $24,763.46. <br />This pay estimate includes payment for all final quantities used on the project. There <br />were some concerns on the wear paving surface on Costa Lane shortly after its <br />completion in 2009 when some pitting occurred in isolated areas. The damage <br />appeared to be caused by foreign material introduced into the mix during paving or <br />poorly mixed bituminous. The entire street has been monitored since that time and no <br />additional unusual deterioration has occurred outside the isolated areas originally <br />identified. We have directed the Contractor to heat the bituminous surface and add <br />bituminous fines to correct the isolated areas and this work will be completed in the <br />spring. At this time we are recommending reducing retainage on the project to <br />$1,500.00 to ensure the work is completed in a timely manner this spring. We have <br />inspected the work preformed by T.A. Schifsky Sons and find it to be in compliance <br />with the plans, specifications, and contract documents.
