WORKSHOP MINUTES <br />CITY COUNCIL <br />NOVEMBER 12, 2025 <br />DISCUSS CODE AMENDMENTS FOR MASSAGE & COMPLIMENTARY <br />ALTERNATIVE HEALTHCARE PRACTICES <br />The Community Development Director stated that staff is asking Council how or if the city should <br />regulate complementary and alternative health care (CAHC) practices involving physical touch, <br />including whether such services should be treated the same as massage, or addressed separately <br />under the regulatory/licensing code. He explained that the alternative healthcare practices would be <br />any practice that involves touching but separate from specific massage therapy as currently defined <br />in the city code. <br />The City Clerk stated that CAHC should be a separate license from massage therapy, with its own <br />limited number of licenses. She explained that she does not want the possibility of having more <br />than three licenses available for massage therapy, which could happen if these two types of <br />businesses are combined in one city license type. <br />There was Council consensus to create a new license for alternative healthcare practices with <br />similar requirements to massage therapy and limit the number of these licenses. <br />DISCUSS CODE AMENDMENTS FOR ACCESSORY STRUCTURES <br />The Community Development Director explained that the city has been working on modernizing <br />the zoning code for consistency, clarity, and alignment with broader city goals. He stated that the <br />current phase is addressing accessory building and structures, accessory dwelling units (ADUs), and <br />exterior material standards. He reviewed the proposed changes and discussions that have occurred <br />with the Planning Commission. He noted the amendments are proposed to Zoning Code Chapters <br />904-907, 914, 915, 918, and 919. <br />Malone is concerned about an ADU being non -owner occupied. She asked if a company would be <br />prohibited from buying the property with an ADU. The Community Development Director stated <br />that there would be nothing prohibiting any specific party from purchasing a property with an ADU. <br />Malone is also concerned about the property becoming a problem property and causing issues for <br />the neighborhood if the property is not owner -occupied. She stated that she feels adding an ADU <br />causes the property to become multi -family when the neighborhood was established as single- <br />family. She feels that there should be a requirement that the property be owner -occupied so there is <br />more oversight of the property if the owner is also living there. <br />Gutierrez stated that she did not feel it was necessary for the property to be owner -occupied. <br />Fischer stated his feeling is to protect the neighbor as much as possible. He received confirmation <br />that the property value increases since there are physical improvements done to the home and/or <br />property when an ADU is added. <br />Kwapick stated that he agrees with the requirement of the property being owner -occupied if there is <br />an ADU. <br />There was Council consensus to continue discussing the ADU code amendments at the next <br />workshop. <br />2 <br />
