MINUTES <br />CITY COUNCIL <br />APRIL 13, 2011 <br />The City Administrator reported that Decision Resources maintains a <br />tremendous data base, and noted that many of the questions they ask <br />contribute to that data base and their resulting analysis of survey results. <br />It was suggested that question #78 be modified to include the word "City" <br />in referring to property taxes. This will provide the Council with some <br />clarity that the responder is focusing on the City's portion of their tax hill. <br />There was discussion about questions #82 through #85, with it being noted <br />that the City already partners with several entities in an effort to control <br />costs. The Council also discussed the philosophical issue of partnering to <br />save dollars versus maintaining community identify and pride. The City <br />Administrator indicated that he would discuss this set of questions with <br />Decision Resources to determine a better approach to gaining the <br />information the City is seeking. <br />The Council felt the set of question related to public safety and <br />recreational opportunities were appropriate. <br />With regard to questions #98 through #100, the Council felt that question <br />#98 should be better defined. It was also felt that the issue of burying <br />powerlines contained in question #98 should be a separate question and <br />should be more general in nature. The Administrator noted that the <br />introduction to this set of questions asks about support for a property tax <br />increase, and he noted that funding sources are not limited to property <br />taxes, i.e. MSA dollars and other City funds. Therefore, some rewording <br />of the intro is needed. It was also agreed that this is the area that a <br />question should be added related to the City's action in closing the <br />Demont skating rink as a budget - cutting measure. Also to be added in this <br />section is a question gauging support for the addition of lighting along <br />bicycle and pedestrian trails. Question #99 should be expanded to provide <br />more information on the responder who is a user of the trail system and <br />the fact that there are trail connections that have yet to be completed. The <br />consensus was that question #100 should be reworded to get more specific <br />information about support for replacing functional playground equipment <br />with newer playground equipment options. <br />The City Administrator indicated that Decision Resources would prefer to <br />retain questions #101 through #106 given the value for added information <br />to their data base. Decision Resources has indicated that there are some <br />questions of this nature that they may give us a better deal on rather than <br />remove them from the survey as the City tries to hold down its costs. The <br />Administrator stated that this may be true for questions #110 through #113 <br />as well. While the City did not feel the need to gauge readership for its <br />newsletter, Decision Resources felt these questions should be included. <br />3 <br />
