MINUTES
CITY COUNCIL
AUGUST 11, 2010
1
With regard to the building, Morelan noted that work was completed on
renovating an open space to a conference room. Meeting space is tight in the
station given the number of active committees the department has. Ile also
noted that window caulking has been completed, but the department is still
looking into some needed concrete caulking.
Morelan then reviewed additional discussion items noting that the Little Canada
Fire Department has entered into a temporary agreement with Roseville relative
to co- response in the Rice Street /Highway 36 area. Response from both cities is
being impacted by the bridge project. Next discussed was the issue of a first
right of refusal for 331 East Little Canada Road. Morelan noted that the Fire
Department is interest in the property for parking expansion, and potentially
building expansion if Allina Medical were to locate in the station. The City
Administrator indicated that he has not contacted the property owner, but would
do so.
Morelan then reviewed the issue of hydrant replacement noting that as streets
are reconstruction attention should be given to hydrant replacement and whether
or not additional hydrants are needed. Mercian reported a recent multiple
vehicle fire on Ryan Drive pointing out there is no water main in his area. The
City Administrator indicated that at the time the Frattalone property redevelops
the installation of water main in this area will likely happen. Morelan
commented that he understands that the City Engineer has engineering standards
for hydrants within a certain radius, however, these standards do not always
work in reality. The City Administrator suggested that the Fire Department
provide a list of problem areas for review, It was also noted that there are very
few areas of the city without water and the addition of water in the area of
Terrace Heights Mobile Home Park will happen yet this year.
The next matter discussed was the City's ability to recover costs for Fire
Department response to freeway calls. It was noted that the City of Vadnais
Heights does do this, billing insurance companies for fire deparunent response
time. The City Administrator indicated that he would discuss this matter with
the Vadnais Heights City Administrator.
The next item on tae agenda was review of the Fire Department Equipment
Replacement Funding Plan Committee. The City Administrator reviewed his
August 6, 2010 report in detail highlighting the Vehicle Replacement Schedule
that was developed by the Committee. The estimated replacement guideline is
as follows and is dependent on factors such as equipment condition, safety, etc.:
Aerials -- 25 Years
Pumpers -- 22 Years
Command /Rescue Vehicles — 25 Years
Grass Rig /Pick -up Vehicles — 14 Years
3
6
